BACKGROUND: Engineering Services is proceeding with the rehabilitation of the Pioneer Drive bridge to current standards and to maintain it in a safe operating condition for ensuring the structural integrity. As mandated by provincial legislation, all bridges within the city that are under the ownership of the City Of Kitchener are inspected every two years. The 2012 bi-annual inspections (OSIM) reports and subsequent Detail Condition Survey report done by K. Smart Associates Limited in December 2013, recommended rehabilitation of Pioneer Drive Bridge to avoid further escalated deterioration and to maintain the bridge in safe operating condition. Pioneer Drive Bridge is located on Pioneer Drive over the Schneider Greenway approximately 0.3 km south of Homer Watson Boulevard. The bridge was constructed in 1976 and has a 30 m clear span between abutments. The work will be carried out in two stages; single traffic lane in each direction and pedestrian access will be maintained during construction. The bridge currently carries two (2) traffic lanes, two (2) bicycle lanes as well as room for on-street parking for Pioneer Drive on both sides of the bridge. The proposed rehabilitation work includes, removal of asphalt, waterproofing system and deteriorated concrete, rehabilitation of bridge deck with concrete overlay, new waterproofing membrane, protection boards and repave asphalt wearing surface including approaches, *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 2. - 1 replacing expansion joints, concrete end dams, repair of sidewalk, parapet walls and railing, including repair of girder-ends and concrete patches. Full funding for this project has been approved by council as part of the 2015 budget process. The project is scheduled to begin early September 2015, weather permitting. REPORT: Tenders were advertised publicly in the Daily Commercial News, on the City of Kitchener website and the internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were picked up by twelve (12) interested parties and by the closing date of Thursday July 9, 2015, nine (9) tender had been received. The tenders were reviewed by K. Bontius, CIMA Canada, the City’s Consultant for the project and S. Shah, Design Engineer who concur with the above recommendation. Ruscom ON $1,316,272.03 The tender includes a provisional items section and as this tender came in over budget, two provisional items were removed from this section. Removal of these items does not affect the scope of work nor does it change the order of submitted bids when the two provisional items are removed from all bids. The above pricing has been adjusted accordingly. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. 2. - 2 FINANCIAL IMPLICATIONS: In addition to the costs anticipated in this tender, the design and implementation of these types of projects typically involves city staff and resources from across the corporation. These costs are included in the line item "Projected Costs: Staff Time/Permitting/Material testing", and will be itemized when they exceed $125,000. Included in this line item are staff time and expenses for all city staff in support of the project such as Engineering, Kitchener Utilities, and Transportation Planning. The line item also includes all regulatory permitting, geotechnical and material testing, detouring and traffic control, alternate access and parking requirements and any other miscellaneous costs. Projects utilizing in-house staff will include costs for inspection during construction and contract administration. The net cost for this Tender (A), is fair and reasonable for a purchase of this scope but the upset limit exceeds the budget allowance (B) provided within the budget. Additional funding for this purchase is provided by the Road Bridge Repairs account, which is a capital account used for repairs to existing City bridges. There is expected to be no surplus or deficit (E).
