Seegmiller Limited, Kitchener, Ontario at their tendered price of $1,575,151.75, including provisional items and contingencies of $138,957.90, plus H.S.T. of $204,769.73, for a total of $1,779,921.48. BACKGROUND: The work in this tender includes road rehabilitation, laneway rehabilitation, road surface paving of streets which were fully reconstructed (under Accelerated Infrastructural Renewal Program) within the last two (2) years, storm sewer extension to service sump pump connections throughout the city, sidewalk infill and miscellaneous type asphalt and concrete work funded by other departments. Projects, to be completed under this tender include: A. Road Rehabilitation - Full Depth Milling + Binder Asphalt + Surface Asphalt 1) Belmont Avenue, Highland Road West to Victoria Street South - Ward 8 and 9 2) Hillsborough Crescent, Pinedale Drive to Pinedale Drive - Ward 6 B. Road Rehabilitation - Surface Milling + Surface Overlay - including Full Depth Base Repairs 1) McGarry Drive, Fischer Hallman Rd to Westheights Drive - Ward 7 2) Queens Boulevard, Westmount Road to Belmont Avenue East - Ward 8 and 9 C. Road Rehabilitation - Surface Asphalt + Full Depth Base Repairs 1) Woolner Trail, Upper Mercer Street to End - Ward 2 D. Storm Sewer Extensions installed to property line to the following properties: 1) #9 Hoddle Crescent – Ward 7 2) #18 Erie Avenue – Ward 3 3) #18 Wycliffe Place – Ward 8 4) #284 Forest Hill Drive – Ward 8 5) #340 Shelley Drive – Ward 3 REPORT: Tenders were advertised publicly in the Daily Commercial News, on the City of Kitchener website and the internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were picked up by seven (7) interested parties and by the closing date of Thursday August 13, 2015, four (4) tenders had been received. The tenders were reviewed by C. Spere, Manager Engineering Construction and R. Trussler, Engineering Construction Project Manager who concur with the above recommendation. The following tenders were received: Bid Price E&E Seegmiller Limited Kitchener ON $1,779,921.48 * Coco Paving Petersburg ON $2,070,160.00 Steed and Evans St. Jacobs ON $2,163,000.00 Brantco Construction Cambridge ON $2,763,788.18 ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Theme: Financial Management Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. 1. vi. - 2 FINANCIAL IMPLICATIONS: In addition to the costs anticipated in this tender, the design and implementation of these types of projects typically involves city staff and resources from across the corporation. These costs are included in the line item "Projected Costs: Staff Time/Permitting/Material testing", and will be itemized when they exceed $125,000. Included in this line item are staff time and expenses for all city staff in support of the project such as Engineering, Kitchener Utilities, and Transportation Planning. The line item also includes all regulatory permitting, geotechnical and material testing, detouring and traffic control, alternate access and parking requirements and any other miscellaneous costs. Projects utilizing in-house staff will include costs for inspection during construction and contract administration. The net cost for this tender (A), is fair and reasonable for a purchase of this scope and the upset limit is within the budget allowance (B) provided within the budget. Funding for this purchase is included within the approved capital budget. There is expected to be no surplus or deficit (E).
