SUBJECT: Appointments to Cycling and Trails Advisory Committee and the
Environmental Committee (2014-2016)

RECOMMENDATION:
That the recommended candidates for citizen vacancies on the 2014-2016 Cycling and
Trails Advisory Committee and the Environmental Committee be approved, as attached
to staff report FCS-15-106 in Appendix ‘A’.
BACKGROUND:
On December 1, 2014, Council appointed citizens to various advisory committees, boards and
special committees for the current term including the Cycling and Trails Advisory Committee
and the Environmental Committee. At that time, Council appointed ten (10) community
representatives to the former and thirteen (13) members to the latter. Since that time, there has
been sufficient attrition on both committees to warrant further appointments in order to meet the
Terms of Reference for each committee.
REPORT:
In order to fill the vacancies, staff reviewed those applicants from the initial application process
who had expressed an interest in either Committee and were unassigned. As well, several
citizens had subsequently indicated an interest in serving either on one of these specific
Committees or on an advisory committee in general. All of these people were contacted and
provided with the Terms of Reference for the Committees along with an application form and
instructions on how to submit their applications. In total, eight (8) people submitted applications
for the Committees by the June 25, 2015 deadline. One applicant was not eligible for
consideration as the individual does not work, live or own property in the City of Kitchener.
Since there were a sufficient number of applicants to meet the minimum membership for each
Committee, broad advertising for the vacancies was deemed not necessary.

The Nominating Committee reviewed the submitted applications taking into account the Terms
of Reference for each Committee as well as:

1) The applicant’s 1 choice of committee, where possible;
2) Applicants’ expertise and interests as outlined in their applications; and
3) The application of a “diversity lens” to increase diversity on each committee to more
accurately reflect the makeup of the community.
The members of the Nominating Committee are:
K-W Community Foundation (Director of Philanthropic Services),
K-W Multicultural Centre (Executive Director),
K-W United Way (Chief Executive Officer),
Capacity Waterloo Region (Executive Director), and
.
Greater K-W Chamber of Commerce (President/Chief Executive Officer)
A listing of applicants for the Committees is presented as a suggested slate for Council’s
consideration and is attached as Appendix ‘A’. Also attached is Appendix ‘B’ which is a listing of
applicants whom the Nominating Committee has not suggested appointment to either
Committee.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Open Government – The City’s advisory committees provide an opportunity for citizens to
partner with the City on community issues and to get involved with decisions that affect them.
FINANCIAL IMPLICATIONS:
None at this time.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in advance of the
council / committee meeting.
COLLABORATE – Staff works with the public members of the Nominating Committee to review
applications and provide a slate of candidates for Council’s approval.
