REPORT: The subject property is located on the west side of Queen Street South between Schneider Avenue and Courtland Avenue West, within the Victoria Park Area Heritage Conservation District (VPHCD), which is designated under Part V of the Ontario Heritage Act. The subject property is identified as a Group `A' building in the VPHCD. In the District study, it was noted as "Kitchener's most historic building". The circa 1816 building is described as, "A 2-storey Mennonite Georgian style frame side-gabled farm house with full-width verandah and later rear additions to accommodate its museum functions. Enclosed by a picket fence, it is an outstanding example of conservation." Additions should blend in comfortably and inconspicuously and seem at one with the principle building." This type of major work, on a property identified as a Group `A' building, will require issuance of a Heritage Permit to carry out the work. The architect has advised that the proposed work is consistent with Parks Canada's Standards and Guidelines for the Conservation of Historic Places in Canada. He advises that, "The sensitive replacement . . . would be a minimalist intervention that would help to conserve the JSH. . . The rebuilt addition would be physically and visually compatible with, subordinate to and distinguishable from the historic place. The addition would be reversible, in that the essential form and integrity of the main JSH structure would not be impaired if the new work is removed in the future." 1 - 3 The application says the project is necessary because the addition was "rotting out', and has "severely deteriorated" due to moisture penetration. The existing EIFS cladding, which traditionally has a , n, p roblem with rain penetration especially at the control J oints, is to be replaced with Durex Quantum EIFS (diagram at right) and the new addition will have "proper details to withstand weather conditions". The manufacturer's specifications advise that Durex Quantum "is recommended for use in buildings which require moisture managed cladding," providing "continuous venting at floor Tines and horizontal I terminations" with "positive drainage through a network of vertical 1 and horizontal channels". Control joints have been provided where the addition meets the adjacent structure. diagram, above right, shows the layered system to prevent water infiltration, including: barrier(green) and drainage track(bottom) EIFS is sometimes referred to as synthetic stucco. Stucco, or roughcast, was often applied to subordinate additions or out buildings in the 1800s and early 1900s, often over older wood cladding. The location of this addition is on the south side of the complex, while most visitor experiences happen on the north and east side. In reviewing the merits of the application, heritage staff note the following: • the subject property is identified as a Group `A' building in the VPHCD, "Kitchener's most historic building"; • the relatively recent 1979 addition has been severely damaged by water and moisture infiltration; • the replacement addition proposes similar forms, materials and detailing (size, shape, exterior cladding and windows) to the addition to be demolished; • the new construction will follow Parks Canada's Standards and Guidelines for the Conservation of Historic Places in Canada; • the project is necessary to conserve the original heritage resource; • consistent with good heritage conservation principles and practices, the addition will be physically and visually compatible with, subordinate to and distinguishable from the historic place, and reversible; and • demolition of the addition and construction of a replacement addition will not detract from the character of the Victoria Park Area Heritage Conservation District, the integrity of the Queen Street South streetscape nor the character of the property. In accordance with the Heritage Permit Application form, the approval of an application under the Ontario Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of Kitchener or legislation, including, but not limited to, the requirements of the Ontario Building Code and Zoning By-law. In this regard, staff confirm that a Building Permit is required to demolish an addition and construct a replacement addition and that the Building Permit drawings must match the approved Heritage Permit drawings.
