SUBJECT: Increase to Purchase Order 206424 Roland Street Bridge
Replacement—Victoria Park
RECOMMENDATION:
That purchase order 206424 Roland Street Bridge Replacement—Victoria Park, issued to
Resource Industrial Group Ltd., Ayr, Ontario be increased in the amount of $15,449.12.,
plus H.S.T. of$2,008.39, for a total of$17,457.51.
BACKGROUND:
On August 27, 2014, Council awarded proposal P14-039 Roland Street Bridge Replacement —
Victoria Park to Resource Industrial Group Ltd. at their proposed price of $148,839.47 plus
alternate items of$4,940.54, plus H.S.T. of$19,991.40, for a total of$173,771.41 to replace the
existing pedestrian bridge at Victoria Park.
The existing Victoria Park pedestrian bridge at Roland St. serves as the southern access to
Roos Island. A bridge inspection completed on October 5, 2012 recommended extensive repair
or replacement due to severe structural corrosion. During pre-engineering review it was
determined that the existing concrete foundations did not meet Canadian Highway Bridge
Design Code standards for load resistance and require replacing. The pedestrian bridge was
replaced with a steel truss, arch form bridge painted forest green to match the existing
pedestrian bridge found within Victoria Park, crossing the Western fore-bay. The bridge
replacement addressed an immediate structural need and provides a sound structure with a life
expectancy of 75 years. A Heritage Permit Application (HPA-2014-V-007) was completed and
approved on May 1, 2014 for the replacement bridge.
REPORT:
During their contracted work at Victoria Park, Resource Industrial Group encountered
unexpected soil conditions during the excavation of existing concrete abutments. The soil found
at the north abutment (Roos Island) was determined to be inadequate to support placing pre-
fabricated concrete foundations. The soil found at the south abutment was unable to support the
water pressure from the adjacent Victoria Park Lake. To respond to both unexpected conditions,
the contractor re-enforced the north island abutment and temporarily sheet piled the south
abutment to retain the excavation structure. At the request of staff, the contractor also upgraded

the proposed on-site crane to allow greater span lifting both existing and proposed bridge in
position. The increased crane size and span allowed the construction operations to take place
from Roland St., rather than adjacent to the bridge on the trail. This position greatly reduced the
impact to the park landscaping and allowed the preservation of significant vegetation.
Due to the importance of re-opening the bridge to service Victoria Park's many programmed
events and to minimize the amount of equipment rental charges incurred for extra days on site,
staff provided direction to Resource Industrial Group Ltd. to complete the additional work.
The purchase order was increased by 10%, the allowable amount as per Chapter 170.11.4
Purchasing and Materials Management) of Kitchener's Municipal Code. The increase to cover
the additional work in the amount of $17,457.51 was completed by the contractor prior to June
1 st, 2015.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Quality of Life - Maintaining and improving pedestrian infrastructure at Victoria Park, one of the
city's premium park facilities, contributes positively to the community's overall quality of life.
FINANCIAL IMPLICATIONS:
The total project cost (A), is fair and reasonable for a project of this scope but the upset limit
(including the 10% increase to the original purchase order and the additional work) exceeds the
budget allowance (B) provided within the budget. The original budget did not include foundation
removal and replacement. The estimated deficit (C) will be offset by the existing surplus
balance in the account.

recommended PO is for completed works directly related to the contract awarded.
