SUBJECT: Noise Exemption — Ministry of Transportation, Ontario,
Highway 7 to Highway 8 Ramp
RECOMMENDATIONS:
That the Ministry of Transportation, Ontario (MTO) and its contractor(s) be exempt from
the provisions of Chapter 450 Noise of the City of Kitchener Municipal Code Article 6
Construction Work during the asphalt surface repairs to the approaches to the Highway 7
to Highway 8 ramp. The request for the noise by-law exemption is between the hours of
7:00 p.m. and 7:00 a.m. for September 1, 2015 to September 30, 2015
BACKGROUND:
The Ministry of Transportation, Ontario (MTO) has identified a need to conduct asphalt surface
repairs on the approaches to the Highway 7 to Highway 8 ramp. Due to the need to maintain
traffic capacity on this Provincial highway during daytime periods, this work will be required to
be completed during evening / overnight hours.
REPORT:
In order to complete the required surface asphalt repairs on the approaches to the Highway 7 to
Highway 8 ramp, lane closures on the highway are required.
The Highway 7 to Highway 8 ramp is the two lane, overpass structure that serves K-W
Expressway traffic coming from the north, destined southerly to Highway 401. This ramp carries
significant traffic volumes.

In order to complete the repair work, one lane of traffic will be closed at a time, leaving one
traffic lane open. The ramp will be fully open with two lanes of available traffic open during
daytime periods when traffic volumes are at their highest.
This work will include:
• Traffic control setup
• Milling of the pavement surface
• Final paving and line painting.
The noise anticipated from this work is expected to be comparable to typical highway traffic
noise, with the exception of occasional truck gate banging in order to place asphalt.
The MTO will be providing a letter of notification advising of the upcoming work to area
residents and business owners within approximately 300-400 metres of the work zone. The
letter will include project contact information.
While the exemption is recommended for the month of September, 2015, the actual work is
anticipated to be completed in approximately five (5) working days. The exemption
recommended for the entire month is to accommodate contractor scheduling and potential
weather delays.
In order for the MTO to maintain safe and efficient operating conditions on the K-W Expressway,
this noise exemption is recommended.

This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." Ensuring safe
construction activities during appropriate time periods aligns with this initiative.
FINANCIAL IMPLICATIONS:
None.
