AUGUST 31, 2015 CITY OF KITCHENER
The Planning and Strategic Initiatives Committee met this date, commencing at 3:07 p.m.

CAO-15-022 - 2016-2019 BUSINESS PLAN - COUNCIL INPUT

The Committee considered Chief Administrator’s Office report CAO-15-022, dated August 18,
2015 recommending outlining the 2016-2019 Corporate Business Plan to identify specific
strategic initiatives and allocate the necessary resources to put those strategies into action.
Ms. L. Majcher introduced the Report advising that input received this date will be compiled
into a list of potential action items for the 2016-2019 Business Plan and indicated Council
members will receive a worksheet to prioritize each item. She requested that completed

worksheets be received by September 10, 2015. In addition, Ms. J. Grubb was in attendance
to record the input received from the Committee.
The Committee provided a number of suggestions to combine projects as some of the items
listed in the Appendix appeared to be interconnected or similar. Mr. J. Willmer proposed that
suggestions for combinations be indicated in the worksheet. Ms. Majcher encouraged
members to provide new ideas or receive clarity on the items, and noted that the projects as
outlined in the Appendix allow each component to receive points.
The Committee provided the following suggestions to the Potential Action Items to Support
Strategic Priorities, Appendix to Report CAO-15-022:

Work with minor sports associations to pursue national
and provincial sports events in city facilities.

With regard to the next steps in the process, members suggested that projects that have been
identified as having a low rank or a zero point allocation be compiled on a separate list for
future consideration. In addition, it was suggested that Councillors be permitted negative points
to allocate to projects they feel are not priorities.
Ms. Majcher concluded the input session by encouraging members to email questions to her

prior to September 10, 2015.
The Committee recessed at 4:20 p.m. and reconvened at 7:00 p.m. with all members present except
Councillors Schnider and Galloway-Sealock.
Councillor P. Singh read aloud the following statement:
“This is a formal public meeting to consider applications under the Planning Act. If a person or
public body does not make oral or written submissions to the City of Kitchener before the
proposed applications are considered, the person or public body may not be entitled to appeal
the decision to the Ontario Municipal Board and may not be added as a party to a hearing of
an appeal before the Ontario Municipal Board.”

- 1 ADAM STREET (BLOCK 5), LOSANI HOMES
The Committee considered Community Services Department report CSD-15-068, dated July
29, 2015, recommending draft approval for Common Elements Condominium application for 1
Adam Street (Block 5). Ms. A. Pires gave a presentation summarizing the applications for
Block 5 and Block 3 of the 1 Adam Street (Victoria Common) development.
On motion by Councillor S. Marsh -
it was resolved:
“That pursuant to Section 51(31) of the Planning Act R.S.O. 1990 c.P.13, as amended,
and By-law 2002-164 as amended, draft approval be granted for Common Elements
Condominium Application 30CDM-14204 for 1 Adam Street (Victoria Common) Block 5
in the City of Kitchener, subject to the conditions as outlined in Appendix ‘A’ of
Community Services Department report CSD-15-068.”
