BACKGROUND: The South Kitchener District Park Master Plan was approved by Council in November 2013. This 17- hectare (42 acre) land parcel located at the southwest corner of Huron and Fischer - Hallman Roads will address park and sport needs in the southwest area of the city. Consultant services are required to undertake final design, contract documentation, tender preparation, contract administration, inspections and all related project needs for the development of the South Kitchener District Park. The first phase of the master plan will include the development of multi - purpose sportfields, park roadway, parking, area grading, storm water management, site servicing, washrooms, trails and park amenities. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services /Consultants, a Consultant's Review Committee was established consisting of D. Ritz, Supervisor, Design & Development, T. O'Brien, Landscape Architect, M. Palmer, Urban Designer, L. Cooper, Manager Development Engineering, M. Wilson, Design & Construction Project Manager, B. Cheyne, Supervisor of Athletics and L. Stecho, Supervisor of Purchasing. Expressions of interest were advertised publicly on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System * ** This information is available in accessible formats upon request. * ** Please call 519- 741 -2345 or TTY 1- 866 - 969 -9994 for assistance. IJ. - 1 relative to this project. Documents were downloaded by forty -four (44) interested parties and by the closing date of Tuesday June 30, 2015, eleven (11) responses had been received. The review committee met on Tuesday July 21, 2015, to review the submissions and a shortlist of three (3) candidates* was selected for further interviews. The Committee met on Wednesday August 12, 2015 to interview the shortlisted candidates. The Committee recommends awarding the project to Stantec Consulting Ltd., Kitchener, Ontario. IJ. -2 FINANCIAL IMPLICATIONS: The net cost for this Expression of Interest (A), is fair and reasonable for a project of this scope and the upset limit is within the budget allowances (B) provided within the budget. Funding for this project is included within the approved capital budget. The estimated surplus (D) will remain in the South Kitchener District Park capital budget for the construction phase.
