BACKGROUND: Transportation Services has received a request to review the existing on-street parking regulations on the westerly portion of Windflower Crescent. The concerns indicated that parking regularly occurs on both sides of the roadway in this area making it difficult for two-way traffic. Access to 535 Windflower Crescent (a 60 unit townhouse complex) was also identified as a concern. REPORT: Currently, on-street parking is permitted on the both sides of Windflower Crescent for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. In order to address this request, Transportation Services surveyed citizens regarding a proposal to prohibit parking on the north side (even numbered address) of Windflower 4 - 1 Crescent from the north intersection with Windflower Drive to a point 105 meters west west thereof. The survey results are as follows: In favor of prohibiting parking on the north side 3 (15.8%) In favour of leaving the current regulation as is: 15 (78.9%) TOTAL 19 out of 31 - (61.3% responded) As indicated above, the majority of citizens surveyed are not in favour of prohibiting on Windflower Crescent as proposed. However, Transportation Services staff advised citizens that parking would prohibited within 10 meters of both sides of the access at 535 Windflower Crescent due to significant visibility concerns and access issues. This minor parking prohibition results in the loss of 2 parking spaces but greatly improves overall safety along the street. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the City's strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $300 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. CONSULT - Residents were notified regarding this proposed parking prohibition through a mail out sent in October 2014.
