BACKGROUND: Council Policy I-77 Compass Kitchener Terms of Reference identifies the goals, objectives and responsibilities of this committee. It is the mandate of this committee to create and lead public processes to determine community concerns, to identify priorities for action, and to monitor progress toward achieving the community vision. The community priorities comprise an integral component of the City of Kitchener Strategic Plan. Responsibilities include: I. Designing and implementing public engagement processes to validate the community's vision and major strategic priorities and determine critical community issues prior to each municipal election. II. Reporting to Council on critical community issues to assist in the establishment and annual updating of Council' s four year strategic business plans. III. Developing performance measures reflective of the community's goals and monitoring the City' s performance against goals as included in the Strategic Plan for the City of Kitchener. IV. Reporting on performance to Council and the Community on an annual (Report Card) and term-by-term basis. V. Ensuring communication and collaboration among Advisory Committees of Council by convening two yearly meetings, one for Chairs and Vice Chairs and the second for all Committees' full membership. VI. Developing a yearly work plan and submitting it to Council for feedback. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 6. - 1 REPORT: The specifics of the 2015-2016 Work Plan for Compass Kitchener are provided in the attachment to this report, with priority consideration to the following: Citizen’s Report Card – developing appropriate measures to monitor the City’s progress on the recently approved City of Kitchener Strategic Plan 2015-2018, and exploring opportunities to engage the broader community in that process; Actively Engaged Citizens – critique the City’s processes and approach to engaging the community in decision-making and provide a citizen’s perspective on the strengths, weaknesses and opportunities for improvement based on specific case studies; Neighbourhood Strategy – participate in the Neighbourhood Strategy working group and provide input on creating actively engaged neighbourhoods; Youth Engagement – working collaboratively with the Kitchener Youth Action Council (KYAC) and other partners to explore ways the City could communicate more authentically with youth to engage them as citizens and stakeholders in municipal decisions; and Communication/Collaborationamong Advisory Committees – continue to build connection between all of the City’s citizen advisory committees to promote collaboration. Where appropriate, sub-committees have been identified to move forward on action items related to the above work plan priorities. Compass Kitchener will continue to serve an advisory role to the City of Kitchener and Council on a variety of initiatives on an ad hoc basis. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: No new financial and staff resources are being requested for the above-noted initiatives at this time. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the council / committee meeting.
