KITCHENER CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES

Kitchener Cycling and Trails Advisory Committee met on this date commencing at 4:15 p.m.
Present: Ms. M. Heath, Messrs. T. Boutilier, L. Chandler, P. Dedes (Chair), M.
Drasdo, D. Hoshowsky, D. Kropf, and Councillor Y. Fernandes.
Staff: Mr. J. Joseph, Mr. M. Parris, Mr. J. Readman, and Mr. D. Pimentel, and
Ms. M. Lanoue.
Regrets: Ms. M. Generoux, Ms. G Mitchell, Ms. S. Taka, Mr. M. Boos (Vice-Chair),
and Mr. L. Chandler.
*NOTE: Quorum was not met until half way through the meeting
1. SUMMER CONSTRUCTION UPDATES
Mr. Parris provided the committee with an updated list of construction sites on
and around trails.
Mr. Hoshowsky asked if there was any detour signage so cyclists could avoid the
construction. Mr. Joseph responded that detours were provided and maps have
been posted online.
2. CYCLING INFRASTRUCTURE UPDATES
Mr. Pimentel informed the committee that work on East Ave. had been completed
despite some complications, and that early data suggests a decrease in traffic
speeds. He also noted that the downtown network has been completed as well
with the exception of areas in and around LRT construction zones.
Mr. Pimentel mentioned that Margaret is scheduled to be repainted this year. Mr.
Readman noted that the roadwork would not be detailed until the resurfacing is
completed next year.
Mr. Drasdo inquired as to the decision making process regarding lane
configuration and the removal of parking. Mr. Pimentel answered that 15 meters
from a signed intersection is a no parking zone but all other parking changes are
open to resident feedback.
Mr. Boutilier asked when the Margaret Ave. Bridge would be completed. Mr.
Pimentel responded that the bridge should be open sometime this fall but will get
back to the committee on the exact dates.
Mr. Drasdo asked if there were any plans for painting on union. Mr. Pimentel
said that plans are underway; however, they require council approval before
continuing.
Mr. Hoshowsky noted that the City of Kitchener is doing a great job with cycling
infrastructure.
Mr. Pimentel informed the committee that Pioneer Dr. is pre-marked and should
be painted this year.
Councillor Fernandes asked if the pedestrian islands on Pioneer Dr. would be in
place before the winter and whether or not they would be painted or signed for
night visibility. Mr. Readman answered that the islands should be completed
before the winter and that there would be hazard markings and keep right signs.

Mr. Pimentel also noted that the no parking zones on Pioneer Dr. would be
hatched. Councillor Fernandes suggested that residents be informed that
hatching means no parking.
Mr. Dedes asked if there would be data collected on the impact of the changes
being made in the network. Mr. Pimentel said that data would be collected but
the collection would not start until next year.
Mr. Pimentel advised the committee that once Westheights is approved by
council pre-marking would begin right away and operations would go out to paint
the following week.
Mr. Readman mentioned that Union Ave. was receiving a fair amount of
opposition; therefore it may not be implemented this year. He also informed the
committee that three traffic calming projects starting next year involve cycling
infrastructure so design options will be brought to the committee for feedback.
4. CAN-BIKE TRAINING INFORMATION
Mr. Pimentel provided the committee with an overview of the CAN-Bike program.
Ms. Heath asked how one would find out about available classes. Mr. Pimentel
responded that as of now the only way to find out would be through his emails.
Councillor Fernandes suggested that the courses be advertised outside of the
committee.
5. CYCLEON
Mr. Readman informed the Committee that only one application was allowed so a
project that addressed the gap in the Trans-Canada Railway was chosen for its
scale and price.
Councillor Fernandes expressed her happiness that the gap in the Trans-Canada
Trail was being addressed
Mr. Dedes asked if there were any grants for education and promotion and
wondered if schools should be contacted. Mr. Pimentel noted that there were
some plans to apply for education funding, but that more details would be
discussed with the IMPAcT group and that Phil Martin would maintain a
connection with the schools.
6. SUB-COMMITTEE UPDATES
The Education, Safety and Promotion Sub-Committee spoke of the CAN-Bike
program as well as some plans to create educational videos that could be posted
on the BikeKitchener website and Facebook.
The Sub-Committee also expressed interest in creating a Digital bike map. Mr.
Pimentel noted that PDF versions of the map are already available. Mr. Drasdo
asked if there were any future plans to digitize the map. Mr. Pimentel answered
that paper maps are still highly valued and Mr. Parris added that if a digital copy
is wanted, Google Maps does route pedestrian and cyclist travel. Mr. Readman
also noted that Ping Street, a City of Kitchener app, provides city information and
allows residents to report issues. The app does have trail locations but not on
road cycling infrastructure.

8. QUESTIONS AND OTHER ITEMS
Mr. Kropf suggested that sharrow and bike box education be placed on the map
but understands that it may not happen due to space constraints. The
educational component could be something handled by the Education, Safety
and Promotion Sub-Committee. Mr. Pimentel said he would ask if an education
component could be included.
Councillor Fernandes read a list of routes and asked the committee to provide
feedback on which routes should be brought to the councils attention as a
cycling priority.
Mr. Pimentel suggested that GRAC be invited to the next meeting to get some
collaboration on winter maintenance and the accessibility of trails.
