BACKGROUND: Transportation Services received a request to review parking and stopping regulations on Caryndale Drive from local citizens. The request came as a result of the impact of parked vehicles on both sides of Caryndale Drive by parents and caregivers accessing Brigadoon Public School around bell times. This activity creates access issues for local residents and emergency services and is exacerbated during winter months when snow storage narrows the effective width of the roadway. Bridgadoon Public School is a Junior Kindergarten to grade 6 school located on Caryndale Drive in Ward 4. Caryndale Drive is classified as a minor collector road. When the school was constructed the only residential development on Caryndale Drive was north of the school. In the past several years the area adjacent to Hearthwood Drive has been developed with several homes fronting Caryndale Drive south of the school. ***This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 3 - 1 REPORT: Transportation Services is recommending the implementation of `No Stopping Anytime' signs and no stopping 8:00 a.m. — 4:30 p.m. Monday to Friday September 1 to June 30 in order deter school related parking and stopping. Prohibiting stopping is the most effective regulation in dealing with this issue. This will provide an effective regulation for any potential changes to the school day schedule at Brigadoon Public School and minimize the impact on local residents. The times are also consistent with similar regulations on Caryndale Drive north of the school and opposite the school. This avoids confusion and provides predictability for all users of the street. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life; "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for the sign replacement and installation is $1000 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. CONSULT - Residents were informed of the proposed changes in an information letter sent to each affected resident on March 13, 2015 with the option to provide feedback.
