SUBJECT: On-Street Parking Regulations — Sims Estate Place
RECOMMENDATIONS:
That parking be prohibited at anytime on the south (even-numbered) side of
Sims Estate Place from Sims Estate Drive to its easterly limit; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Sims Estate Place retains residential development on both sides of the right-of-way,
serving as both a public right-of-way and as the only access to a private condominium
development. In response to concerns regarding emergency services access from
local area residents on-street parking regulations have been reviewed.
This concern was initially addressed through Report INS-14-017 On-Street Parking
Regulations — Sims Estate Place. However, further concerns and consultation with Fire
Services have necessitated further action.
REPORT:
Currently, on-street parking is prohibited at any time on the north (odd-numbered) side
and permitted on the south (even-numbered) side of Sims Estate Place between Sims
Estate Drive and Sims Estate Place's cul-de-sac for a maximum period of three (3)
consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-
138.

As a result of the initial changes to Sims Estate Place, a citizen requested that parking
be prohibited on both sides of Sims Estate Place. Fire Services confirmed that the
narrow width of the roadway combined with parked vehicles on either side would
interfere with the safe operations of Fire Service's equipment during an emergency.
In order to address these issues, Transportation Services met with City Councillor Dave
Schnider, City of Kitchener Fire Services and local citizens to demonstrate Fire
Services' need for sufficient width to properly operate their equipment. As a result of
that demonstration, Transportation Services advised affected residents regarding this
proposal to prohibit parking at any time on both sides of Sims Estate Place between
Sims Estate Drive and Sims Estate Place's cul-de-sac. This will maintain the effective
roadway width of Sims Estate Place, providing City of Kitchener Fire Fighting Services
with the necessary space to perform their duties in an emergency situation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city's strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $500 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT — All residents of Sims Estate Place were advised of the proposed parking
regulation change through a mail out sent in July 2015. Four responses were received
and were all strongly in favour of the proposed recommendation.
PREVIOUS CONSIDERATION OF THIS MATTER:
Report INS-14-017 On-street Parking Regulations — Sims Estate Place addressed this
issue and was heard by Council on February 14, 2014.
