HomeMy WebLinkAboutCouncil - 2015-10-19 S SPECIAL COUNCIL MINUTES OCTOBER 19, 2015 CITY OF KITCHENER A special meeting of City Council was held at 12:00 p.m. this date, chaired by Mayor B. Vrbanovic with all members present except Councillors Z. Janecki and Y. Fernandes. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. 1. IN-CAMERA MEETING AUTHORIZATION Moved by Councillor F. Etherington Seconded by Councillor P. Singh “That an in-camera meeting of City Council be held this date to consider a litigation / potential litigation matter which is also subject to solicitor-client privilege.” Carried. The meeting then recessed at 12:01 p.m. and re-convened at 3:39 p.m., chaired by Mayor B. Vrbanovic with all members present except Councillor Y. Fernandes. 2. MAINTENANCE ON TRAILS LEADING TO SCHOOLS Council considered a recommendation arising from the Community and Infrastructure Services Committee meeting held earlier this date. Moved by Councillor B. Ioannidis Seconded by Councillor P. Singh “That the pilot project to asphalt and winter maintain trails leading to schools in the Country Hills West Neighbourhood, with staff monitoring the use of those trails through two winter seasons, be approved, as outlined in Infrastructure Services Department report INS-15-074; and, That staff continue to meet with neighbourhood associations, the school board and school councils regarding school access routes; and, That staff be directed to report back on the finding of the pilot project and seek future direction regarding winter maintaining trails leading to schools; and further, That staff be directed to draft a letter to the Waterloo Region District School Board and Glencairn Public School encouraging them to participate in the pilot program as well as improving their winter maintenance on the school property.” Carried. 3. CAO-15-027 – SMALL BUSINESS CENTRE AGREEMENT Consideration of Chief Administrator’s Office report CAO-15-127 (C. Farrell) was deferred to the meeting this date to allow for the circulated of the Small Business Centre’s budget information. Moved by Councillor K. Galloway- Sealock Seconded by Councillor D. Schnider “That the CAO and Clerk be authorized to execute a three year funding agreement between the City of Kitchener, City of Cambridge and City of Waterloo to collaborate on delivery of the Waterloo Region Small Business Centre services and programs funded in part by the Province of Ontario, said agreement to be to the satisfaction of the City Solicitor.” Carried. FCS-15-147 – SOLE SOURCE – GAS PIPELINE RECONSTRUCTION – LRT Council considered Finance and Corporate Services Department report FCS-15-147 (M. Palmer- Novakovic), dated October 15, 2015. Moved by Councillor S. Davey Seconded by Councillor K. Galloway-Sealock “That the Corporation of the City of Kitchener enter into an agreement with Aecon Utilities, A division of Aecon Construction, Toronto, Ontario, for the Gas Pipeline Reconstruction, Duke Street and Frederick Street LRT in the amount of $2,821,638., plus H.S.T. of $366,812.94, for a total of $3,188,450.94.” Carried. 5. BY-LAW FOR THREE READINGS Moved by Councillor B. Ioannidis Seconded by Councillor F. Etherington “That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2015-109 by the Clerk.” Carried.
