SUBJECT: T15-081 Permeable Paver Demonstration Project
801 Trillium Drive (Huron Natural Area Parking Lot)

RECOMMENDATION:
That Tender T15-081 Permeable Paver Demonstration Project - 801 Trillium Drive
(Huron Natural Area Parking Lot), be awarded to Seawaves Development Services
Inc., Hamilton, Ontario at their tendered price of $118,586., including provisional
items and contingencies of $20,600., plus H.S.T. of $15,416.18, for a total of
$134,002.18.
BACKGROUND:
A Federal Grant has been approved up to the amount of $175,000. for this project.
The City is on schedule to complete construction of a 17 parking spot permeable
parking lot in November 2015. This stormwater demonstration project will take place at
Huron Natural Area (HNA), a 107 hectare municipal site located at 801 Trillium Drive on
the south side of Kitchener. The proposed parking lot is required to accommodate a
growing number of visitors to the natural area. This site provides an excellent
opportunity to educate the large number of visitors to the park about stormwater
management and the role it plays in habitat protection.
Through this study, the City of Kitchener aims to better understand the role that new
innovative stormwater technologies can play in protecting our water resources. This
study will provide a basis for comparison of new innovative technologies to traditional
approaches in stormwater management. Recommendations from this study will be used

to inform recommendations that are currently being developed through the Stormwater
Master Plan study.
REPORT:
Tenders were advertised publicly in the Daily Commercial News, on the City of
Kitchener website and the internet through the Ontario Public Buyers Electronic
Tendering Information System.Documents were picked up by eleven (11) interested
parties and by the closing date of Thursday October 8, 2015, five (5) tenders had been
received.
The tenders were reviewed by M. Wilson, Design & Construction Project Manager and
N. Gollan, Manager of Stormwater Utility who concur with the above recommendation.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the City’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the design and implementation of
these types of projects typically involves City staff and resources from across the
corporation. These costs are included in the line item "Projected Costs: Staff
Time/Permitting/Material testing", and will be itemized when they exceed $125,000.
Included in this line item are staff time and expenses for all City staff in support of the
project such as Engineering, Kitchener Utilities, and Transportation Planning. The line
item also includes all regulatory permitting, geotechnical and material testing, detouring
and traffic control, alternate access and parking requirements and any other
miscellaneous costs. Projects utilizing in-house staff will include costs for inspection
during construction and contract administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope and
the upset limit is within the budget allowance (B) provided within the budget. Funding
for this purchase is included within the approved capital budget. There is expected to be
no estimated surplus/(deficit) (E).
