SUBJECT: On-Street Parking Regulations — College Street
RECOMMENDATIONS:
That on-street parking be prohibited on the west side of College Street between
Weber Street West and Duke Street West at any time from January 1 to March 31
inclusive; and further,
That on-street parking be permitted on the west side of College Street between
Weber Street West and Duke Street West for two (2) consecutive hours from 8:00
am to 12:00 midnight, April 1 to December 31 inclusive; and further,
That the Uniform Traffic Bylaw be amended to reflect the existing parking
regulation signage posted.
BACKGROUND:
College Street between Weber Street West and Duke Street West is a narrow roadway
in Downtown Kitchener. It supports single-family dwellings, multi-unit housing,
businesses and the Saint Louis Adult Learning Centre. It is a one-way roadway directing
vehicular travel in the southbound direction from Weber Street West to Duke Street
West with high parking demand.
REPORT:
Currently, on-street parking is prohibited at any time on the east side of College Street
and is permitted on the west side of College Street for a maximum period of three
consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No.
2007-138.

Transportation Services has received a request from the By-Law Enforcement Division
to review the existing parking regulations on College Street. The existing signage,
which indicates the two (2) hour limited parking and no parking from January 1St to
March 31St, has been in place for a number of years. However, these regulations are
not within `Schedule 1 - No Parking' and `Schedule 2 — Limited Parking' of the City of
Kitchener Uniform Traffic By-law No. 2007-138, creating challenges for By-Law
Division to enforce and subsequently for Operations Division to perform winter
maintenance.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city's strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
There are no cost implications of the by-law change since signage is already in place.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting. As this report recommends amending the
By-Law to match the currently posted signage, no further community engagement is
required.
