SUBJECT: ON-STREET PARKING REGULATIONS — KATHERINE
CRESCENT
RECOMMENDATION:
That stopping be prohibited 8:00 a.m. — 9:30 A.M., 2:30 P.M. — 4:30 P.M., Monday —
Friday, September 1 to June 30 on the east side (odd numbered) of Katherine
Crescent from Dunbar Road to Brandon Avenue, and;
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services received a request to review parking and stopping regulations
on Katherine Crescent from local citizens. The request came as a result of the impact
of parked vehicles on both sides of Katherine Crescent by parents and caregivers
accessing Westmount Public School around bell times. This activity creates access
issues for local residents and emergency services and is exacerbated during winter
months when snow storage narrows the effective width of the roadway.
Westmount Public School is a Junior Kindergarten to grade 6 school located on
Glasgow Street in Ward 8. Katherine Crescent is classified as a local roadway. Both
sides of Katherine Crescent have no parking or stopping prohibitions at this time and
parking is permitted for up to 3 consecutive hours as per the general provision of the
Uniform Traffic By-law. Katherine Crescent features a pedestrian access to Westmount
Public School that is used extensively by parents/caregivers to access the school at bell
times.

REPORT:
Transportation Services is recommending the implementation of `No Stopping 8:00 a.m.
— 9:30 A.M., 2:30 P.M. -0 4:30 P.M. Monday to Friday September 1 to June 30' in order
deter school related parking and stopping. Prohibiting stopping is the most effective
regulation in dealing with this issue. This will provide an effective regulation for any
potential changes to the school day schedule at Westmount School and minimize the
impact on local residents. The times are also consistent with similar regulations on
Dunbar Road west of Glasgow Street (INS-15-063). This avoids confusion and provides
predictability for all users of the street.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city's strategic
vision through the delivery of core services.
FINANCIAL IMPLICATIONS:
The approximate cost for the sign replacement and installation is $1000 and will be
taken from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT - Residents were informed of the proposed changes in an information letter
sent to each affected property on September 25, with the option to provide feedback.
