OCTOBER 26, 2015 CITY OF KITCHENER
A special meeting of City Council was held at 5:33 p.m. this date, chaired by Mayor B. Vrbanovic with
all members present except Councillor P. Singh. Councillor J. Gazzola was in attendance for part of
the meeting.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
IN- CAMERA MEETING AUTHORIZATION
Mayor B. Vrbanovic advised that a request was received to add a third matter for consideration at the
in- camera meeting being held this date, regarding a matter that is protected under the Municipal
Freedom of Information and Protection of Privacy Act (MFIPPA), whereby the municipality has an
obligation to protect information supplied in confidence where the disclosure of that information could
reveal commercial or financial information, reasonably be expected to significantly prejudice a
competitive position or interfere in negotiations.
Mr. D. Tyagi, Deputy CAO — Infrastructure Services, confirmed that this matter is of an urgent nature
and that it could not feasibly be deferred to a future meeting.
Moved by Councillor B. loannidis
Seconded by Councillor Y. Fernandes
"That pursuant to Section 25.4.4.f. of Chapter 25 (Council Procedure) of the Municipal Code,
Council waives the requirement for Notice with respect to a matter deemed to be urgent and /or
extraordinary and directs that same be added to the in- camera meeting agenda of this date:
• A matter protected by the Municipal Freedom of Information and Protection of Privacy
Act (MFIPPA)."
Carried, with the required 2/3 of members present.
Councillor J. Gazzola entered the meeting at this time.
Councillor J. Gazzola expressed concerns as to why the second item regarding a Personal (Staff
Vacancies) matter was being dealt with at an in- camera meeting, and not in open session.
Mr. J. Willmer, Chief Administrator, advised that the subject matter relates to Council Policy II -130
(Hiring - Senior Management - Vacancy), which sets out a process by which filling a vacancy of an
employee at Grade 13 or higher may be discussed at an in- camera meeting.

Seconded by Councillor S. Davey
"That an in- camera meeting of City Council be held this date to a labour relations matter, a
personal matter and a matter protected by the Municipal Freedom of Information and Protection
of Privacy Act (MFIPPA)."
Carried.
On motion the meeting adjourned at 5:37 p.m.
