Singh, Chair Mayor B. Vrbanovic and Councillors S. Davey, F. Etherington, Y. Fernandes, K. Galloway-Sealock, J. Gazzola, B. Ioannidis, Z. Janecki, S. Marsh and D. Schnider. Staff: J. Livingstone, Committee Administrator CAO-15-024 - CITY OF KITCHENER CLIMATE ACTION PLAN - TERMS OF REFERENCE 1. The Committee considered Chief Administrator’s Office report CAO-15-024, dated October 19, 2015, recommending approval of the proposed terms of reference for the development of a City of Kitchener Corporate Climate Action Plan. In addition, it is recommended that staff continue to explore options to work in collaboration with the cities of Waterloo and Cambridge and the Region of Waterloo, for climate change adaptation planning through participation in the Building Adaptive and Resilient Communities program. Mr. Chris Fletcher, Assistant Professor, Department of Geography, University of Waterloo gave a presentation. Mr. Fletcher provided a summary of the Localized Climate Projections for Waterloo Region and described the importance of implementing adaption and mitigation strategies, as outlined in the approach for the City of Kitchener Corporate Climate Action Plan in the Report. Ms. L. Majcher was in attendance to respond to questions from the Committee. Carried Unanimously The following motion was then voted on by a recorded vote and . On motion by Mayor B. Vrbanovic - it was resolved: “That the proposed terms of reference for the development of a City of Kitchener Corporate Climate Action Plan that addresses both mitigation and adaptation strategies, as outlined in Chief Administrator’s Office report CAO-15-024, be approved; and further, That staff be directed to continue to explore options to work in collaboration with the Region of Waterloo, the City of Waterloo and the City of Cambridge for climate change adaptation planning by participating in the Building Adaptive and Resilient Communities (BARC) program offered by ICLEI Canada.” INS-15-085 - SIDEWALK INFILL – 2016 RECONSTRUCTION PROJECTS 2. The Committee considered Infrastructure Services Department report INS-15-085, dated October 22, 2015, recommending approval for sidewalk infill on various streets as per the Sidewalk Infill Policy INS-15-02. In addition, the Committee was in receipt this date of correspondence received via email from various residents of Woodland Avenue, Breithaupt Street and Vista Crescent. Ms. Jill Bain Pearcy addressed the Committee in opposition to the installation of sidewalk on Woodland Avenue. She referred to correspondence distributed this date, including a survey of the 26 residences on Woodland Avenue, and indicated that 23 occupants do not support the narrowing of the street due to the installation of sidewalk. Mr. Charles Rundle addressed the Committee in support of staff’s recommendation to install sidewalks on the west side of Russel Avenue, as proposed in the Report. On motion, the recommendation in Report INS-15-085 was brought forward for consideration. It was suggested and agreed that sidewalk infill projects on Vista Crescent and Woodland Avenue would be voted on separately. The sidewalk infill project proposed for Vista Crescent was voted on by recorded vote and Carried with Mayor B. Vrbanovic and Councillors F. Etherington, S. Davey, P. Singh, S. Marsh, K. Galloway-Sealock, B. Ioannidis, Z. Janecki and D. Schnider voting in favour; and, Councillor J. Gazzola and Y. Fernandes voting in opposition. The sidewalk infill project proposed for Woodland Avenue was voted on by recorded vote and Carried with Mayor B. Vrbanovic and Councillors F. Etherington, S. Davey, P. Singh, S. Marsh, K. Galloway-Sealock, B. Ioannidis and D. Schnider voting in favour; and, Councillor J. Gazzola, Z. Janecki and Y. Fernandes voting in opposition. Carried The balance of the recommendation was then voted on and was on a recorded vote with Mayor B. Vrbanovic and Councillors F. Etherington, S. Davey, P. Singh, S. Marsh, K. Galloway-Sealock, B. Ioannidis, D. Schnider, Z. Janecki and Y. Fernandes voting in favour; and, Councillor J. Gazzola voting in opposition. On motion by Councillor S. Davey - it was resolved: “That the following streets, as outlined in Infrastructure Services Department report INS-15-085, be approved for sidewalk infill as per the Sidewalk Infill Policy INS-15-051 approved by Council June 1, 2015: Vista Crescent; Lakeside Drive; Glendale Avenue; Pandora Avenue; Woodland Avenue; Russell Street; and, Breithaupt Street.” ADJOURNMENT 3.
