NOVEMBER 2, 2015 CITY OF KITCHENER
A special meeting of City Council was held at 12:03 p.m. this date, chaired by Mayor B. Vrbanovic
with all members present.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
1. IN- CAMERA MEETING AUTHORIZATION
Moved by Councillor P. Singh
Seconded by Councillor Y. Fernandes
"That an in- camera meeting of City Council be held this date to consider a labour relations
matter and a labour relations /personnel matter which is also subject to solicitor - client privilege."
Carried
The meeting then recessed at 12:05 p.m. and re- convened at 5:24 p.m., chaired by Mayor B.
Vrbanovic with all members present.
2. INS -15 -091 — SNOW DISPOSAL SITE PUBLIC CONSULTATION
Council considered Infrastructure Services Department report INS -15 -091 (D. Locke) dated October
15, 2015 regarding Snow Disposal Site Public Consultation.
Mr. Fred Cochrane appeared in opposition to the proposed location of the snow dump facility
expressing concern with the impact of noise generated by the trucks to the residents close to the
proposed site. He displayed an image of a snow dump site in the City of Winnipeg noting there were
no homes in the area and indicated the proposed snow dump facility should be located at the
Kitchener Operations Facility (KOF).
Mr. Jason Swan addressed Council in opposition to the site selection for the snow dump facility. He
also expressed concern about the noise and the 24 -hour operation. He explained the current
industries located in the area create a large amount of noise which is amplified through the valley and
further noted that due to the removal of the trees along Huron Road there are very little natural
buffers for the noise, as the berms are inadequate. In addition, he expressed concern for migratory
birds in the area as well as the impact of melting snow flooding the drainage ponds and nearby
homes at Huron Road and Battler Road.
In response to questions, Mr. Swan expressed further concern about traffic along Huron Road and
indicated a noise study should be completed to determine the potential decibel levels during snow
dump operations and identify possible noise mitigation solutions.
Ms. Sonja Biselli appeared in opposition to the location of the snow dump facility. She referred to
email correspondence expressing concern with noise, excess garbage and light pollution to nearby
residences. She encouraged the use of the Goodrich Drive location rather than Battler Road.
Ms. Jodi Merritt addressed Council in opposition to the selected site for the snow dump facility stating
that she lives approximately 50m from the proposed location. She advised her concern with the
proposed site are related to noise, aesthetics of the property having a negative impact on the value of
residential property nearby, and potential impact to the habitat of turtles.
Mr. Jeff Martens and Ms. Caroline Amyot, MTE Consultants, were in attendance and responded to
questions regarding the Site Selection Study Addendum for the snow storage disposal site dated
October 28, 2015, which supported the use of the Battler Road site as the preferred location.

"That funding of $1,900,000 be allocated from the Development Charge Recovery reserve fund
through the 2016 budget process to provide for the design and implementation of a Snow
Disposal Site at 1585 Battler Road."

3. APPOINTMENT TO COMMITTEE OF REVISION / COURT OF REVISION
Council considered appointing Councillor B. loannidis to the Court of Revision as an alternate to
address scheduling difficulties.
Moved by Councillor P. Singh
Seconded by Councillor K. Galloway- Sealock
"That Councillor B. loannidis be appointed as an alternate member to the Committee of
Revision / Court of Revision for a one -year term ending on November 30, 2016."

"That leave be given the Mover and Seconder to introduce a by -law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2015 -117 by the Clerk."
