3.0 Introduction to the play `At the Crossroads': Stephen Young, playwright
• Young's original play will be performed in the Grand Foyer of the Waterloo Region Museum
from June 3 -10, 2016.
• Combines `who- done -it' intrigue with the infamous Berlin, Ontario name change referendum
vote of May 19, 1916. The body of a prominent member of the fictional village of Crossroads
is discovered under mysterious circumstances.
• Timing of the production coincides with 100th anniversary of Kitchener's name and a related
exhibit at the museum. Exhibit runs from June - December 2016.
• Play is an opportunity to present a politically charged period in Kitchener's history through
entertainment.
• Currently in second stage of Waterloo Regional Arts Fund grant.
• Actors and media sponsors have been lined up.
• Sets are inspired by the buildings of Doon Pioneer Village.
ACTION ITEM: Staff to share information about the play with Special Events department.
4.0 Introduction to the documentary, `The Elmira Case': Julie Thompson and Ken Ogasawara
• Community Justice Initiatives (CJI) is a non - profit focused on restorative justice, resolution
and repairing relationships in response to conflict and crime.
• Documentary focuses on the origin of CJI and the restorative justice concept, which was
born out of a court - sanctioned response to a vandalism rampage undertaken by two youths in
Elmira. Goal was to get the youths to take responsibility for actions and to promote healing
on both sides. The story is a text -book example of restorative justice.

• Upcoming screenings: Grand River Film Festival on November 4, Apollo Cinema on November
19, 7pm, during restorative justice week.

5.0 Kitchener Economic Development Strategy: Janette MacDonald
Background:
• Since ACAC last met, Council considered the framework for the economic development
strategy that ACAC received at the September meeting.
• Current task: develop projects /action items under the 6 strategies (make it spark, make it
start, make it grow, make it vibrant, make it urban, make it connect). Action items must be
flexible.
Staff presented a draft list of potential action items for ACAC's consideration and feedback
was provided in a workshop discussion
On a motion made by Mark Derro, seconded by Judy Allred:
"That ACAC generally supports the direction of the 2016 Economic Development Strategy,
"Make it Kitchener" as presented on October 20, 2015."

6.0 City Updates: Silvia DiDonato
• Arts Sustainability Funding: Consultant report about arts sustainability funding across the
region went to Regional Council and Kitchener and Waterloo City Councils. Specifically
about the dollar per capita funding provided to the KW Symphony, THEMUSEUM, KW Art
Gallery and Creative Enterprise Initiative. Report considered if the funding has been
impactful and how to address funding going forward.
• Ontario's Culture Plan: Although our region wasn't selected as a site for specific
consultation about a culture plan for the province, through the Creative Cities Network,
region has been asked to make a statement about the value of arts /culture in our region.
• Arts /Culture Strategic Plan: in addition to the Economic Development Strategy, a specific
arts /culture strategic plan is also required. To inform that strategy, Danielle Deveau
recently completed a report that summarizes and synthesizes findings about arts /culture
coming out of recent consultation (including Centre in the Square consultation, Kitchener
Economic Development Strategy consultation, and the Kelly Hill statistical presentation).
• Community -led art: To be developed in 2016, the concept is to lign with Kitchener
Economic Development Strategy, Neighbourhood Strategy, and Public Art Policy and Public
Art 5 Year Plan. Funding to be incorporated with the neighbourhood matching fund grant.
Propose to provide funds from the Public Art program for typically temporary projects
(including performances) led by the community.
• Music, Film and Media office: Proposal to collaborate with the Region, Waterloo Regional
Tourism and Marketing Corporation, Cities of Waterloo and Cambridge and the Regional
Small Business Office to explore ways to support film, music and media in our region.
• ACTION: Include the following on upcoming ACAC agendas:
Ontario Culture Plan (staff to provide additional information)
Arts /culture strategy consultation report
Film location database.
7.0 Public Art Working Group (PAWG) update: Shirley Madill

• Selected nine artists to exhibit in the Rotunda Gallery in 2016, from a pool of over 30
submissions.
8.0 Downtown Action and Advisory Committee (DAC) update: Linda Zensner
• Received presentations on the Kitchener Economic Development Strategy and Outdoor
Spaces Masterplan.
9.0 Economic Development Advisory Committee (EDAC) update: Shantal Myers
• Received a presentation on the city's Digital Strategy. Considered what a `digital Kitchener'
would look like? ACAC will participate in a workshop regarding the Digital Strategy at an
upcoming meeting.
10.0 Council Report: Dave Schnider
• Creative Enterprise Initiative will bring forward its refreshed mandate to an All - Council
Meeting on November 13.
11.0 Members' updates
• Registry Theatre: JM Drama presented the strategic refresh to Council (previously presented
to ACAC in July). Council received enthusiastically. Now working on stakeholder
consultation for how theatre might best move forward.
• Night \Shift: Takes place October 31. Visit Night \Shift web site for details. Many activities
planned, including installations at 44 Gaukel and KW Art Gallery.
• Open Sesame: Lauren Weinberg has rented the former Carbon Computing space to open a
small shop and collaborative contemporary art space. Will include exhibits, workshops,
performances and talks by curators, artists and musicians.
