BACKGROUND: The City inventories automotive lubricants in a central inventory location. Automotive lubricants are an ongoing maintenance, repair and operational (MRO) requirement of INS – Fleet. This tender was based on an estimated representative sampling of automotive lubricants purchased over the previous year. The average annual spend over the past three (3) years was $82,158.59. The actual spend will depend on the level of activity throughout the term of the contract. REPORT: Tenders were advertised publicly on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded by fifteen (15) interested parties and by the closing date of Thursday October 22, 2015, three (3) tenders had been received. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1.i. - 1 The following tenders were received: Bid Price W.H. Lubricants Ltd. Waterloo ON $ 90,874.91 Transit Lubricants Ltd. Kitchener ON $ 95,167.22 * Monarch Oil Ltd. Kitchener ON $101,028.51 The low bid submitted by W.H. Lubricants Ltd. was not submitted on the City’s Form of Tender pages and was not executed. As a result, their Tender submission was deemed non-compliant and disqualified. The price for automotive lubricants has decreased 8% from the 2014 pricing. The tender was reviewed by G. Spencer, Manager of Fleet Mechanical, M. Born, Manager of Fleet Planning and R. Scott, Buyer, who concur with the above recommendation. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: Automotive lubricants are purchased and inventoried by Supply Services. Costs are recovered from other divisions through Fleet equipment charge backs. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the council / committee meeting.
