The property contains a one-and-a-half- storey late 19th century yellow brick structure built in the Ontario Gothic architectural style. The property is a significant built heritage resource. Subdivision plans to date suggest the new lot proposed to contain the farmhouse will have an Orr Court address, with access from Huron Road off Ludolph Street. JJ 7n to front fagade of 1683 Huron Road Heritage Kitchener Inventory and Municipal Heritage Register 1683 Huron Road was part of the Heritage Kitchener Inventory of Historic Buildings and formally "listed" on the Municipal Heritage Register on October 13, 2009. The Statement of Significance developed at that time is attached as Appendix `A'. Heritage Impact Assessment Planning application requirements to develop the subject parcel of land into a residential subdivision included the preparation of a Heritage Impact Assessment (HIA), a Conservation Plan, and Heritage Design Guidelines. The HIA concluded that the farmhouse is a significant cultural heritage resource worthy of conservation. The design of the subdivision provides for the retention and preservation of the following key heritage attributes: • the existing farmhouse in situ, • the mature trees around the farmhouse, • the mature trees along the existing Ianeway, and • the vista of the farmhouse as seen from Huron Road. The findings and recommendations of the HIA were discussed at the April 3, 2012, Heritage Kitchener meeting. Several members of the Committee expressed a desire to see additional measures undertaken to preserve views to the farmhouse lot from Huron Road. These 3 - 2 measures were addressed in revising the configuration of the farmhouse lot and in extending the viewshed area within the condo block to the southwest, and the future development of lands to the southeast. Parkland Dedication The lands (Parts 14 and 15) to the south of the new lot proposed to contain the farmhouse (Part 16) are part of a Parkland Dedication to the City by the developer (see image below, at left). These will become a future park, possibly named Orr Park, to ensure the viewshed from Huron Road is preserved. In order to satisfy Planning application conditions regarding this development, the owner has agreed to the Parkland Dedication of Parts 13 and 19 (see image above, at right). This will further ensure the viewshed from Huron Road is preserved. These lands are also included in this designation. Combined, the future City park will be approximately 0.5 ha (1.2 acres) in size. 3 - 3 J ° 4� s �, % /i/ gar/%/ ,�����1��/���f�, ��//��y✓ ,o. ���/iii�����r/✓� a li�a���i��i%// , r �r% � „xy; ., , , , existing house at 1673 Huron Road, southeast of the Orr Farmhouse The property at 1673 Huron Road contains a red brick bungalow built in 1962. The designation of these lands will not preclude alterations to or demolition of the existing house, as it will not be mentioned as a Heritage Attribute, nor will future development of other parts of this subdivision require a Heritage Impact Assessment because of it being adjacent to a protected heritage property. Heritage Planning staff are of the opinion that given the cultural heritage significance of the house, the properties outlined above should be designated under the Ontario Heritage Act. REPORT: Identifying and protecting cultural heritage resources within our City is an important part of planning for our future, and of helping to guide change while conserving the buildings, structures and landscapes that give Kitchener its unique identity. Municipalities play a critical role in the conservation of cultural heritage resources. The designation of property under the Ontario Heritage Act is the main tool that municipalities have to provide long-term protection of cultural heritage resources for future generations. Designation recognizes the importance of a property to the local community; protects the property's cultural heritage value; encourages good stewardship and conservation; and, promotes knowledge and understanding about the property. Designation not only publicly recognizes and promotes awareness, it also provides a process for ensuring that changes to a property are appropriately managed and that these changes respect the property's cultural heritage value or interest. As a result of the HIA recommendations, Heritage Planning staff are initiating the process to designate 1683 Huron Road under Part IV of the Ontario Heritage Act as a means of formally recognizing its significance in the community, and to ensure that future alterations are undertaken in a manner that is sensitive to and respectful of the cultural heritage value of the property. 1683 Huron Road is recognized for its design, physical, historical, associative, and contextual, values. The property has design or physical value because the Robert Orr House is a very good example of late 19th century rural domestic architecture and of Ontario Gothic Revival farmhouse styling (with some elements of Victorian Italianate style). This combination of styles is not common for Waterloo County farmhouses of this period. The building is a good example of late 19th century construction methods. 3 - 4 The historic or associative values relate to the early settlement of the German Company Tract in the 1800s and the property's continuous agricultural use into the 21St century. The property has direct associations with the agricultural theme. It is important as a visible, tangible reminder of the rural history of Kitchener. The contextual value relates to the Robert Orr House location along Huron Road, one of Ontario's oldest transportation routes, which traces the paths and properties of Waterloo County's settlers. It is physically, visually and historically linked to its surroundings. The future park lands also have contextual value that relate to the Ianeway and viewsheds to the Robert Orr House. The complete Statement of Cultural Heritage Value or Interest including a list of Heritage Attributes, attached as Appendix `B', will become part of the Designation By-law. Conservation Plan and Heritage Design Guidelines As mentioned previously, Planning application requirements included the preparation of a Conservation Plan and Heritage Design Guidelines. Generally, when considering Heritage Permit applications to make alterations to the Heritage Attributes of properties designated under Part IV of the Ontario Heritage Act, Heritage Planning staff review the Designation By-law's Statement of Cultural Heritage Value or Interest for guidance. In this case, staff will also be able to refer to the Conservation Plan and Heritage Design Guidelines in consideration of any future requests. For example, the Conservation Plan recommends conservation measures and interventions in the short, medium and long term. Excerpts from the Conservation Plan, including the Table of Contents and Windows section, are attached as Appendix `C'. The Heritage Design Guidelines (excerpt attached as Appendix `D') provide recommendations for restoration and preservation of the existing house as well as future alterations, additions, accessory buildings and detached garage. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the City's strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: INFORM, CONSULT AND COLLABORATE — Heritage Planning staff have consulted and collaborated with the property owners regarding implementation of the recommendations of the HIA, including designation under the Ontario Heritage Act. The owners have confirmed support for designation. Section 29(2) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage Committee (Heritage Kitchener) before giving notice of its intention to designate a property. Heritage Kitchener will be consulted via circulation and consideration of this report. Members of the community will be informed via circulation of this report to Heritage Kitchener and via formal consideration by Council. In addition, should Council choose to give 3 - 5 notice of its intention to designate, such notice will be served on the property owner and the Ontario Heritage Trust, and published in a newspaper having general circulation in the municipality (The Record). Once notice has been served, the owner has the right of objection through the Conservation Review Board. The building is situated on a 1 .86 acre parcel of land located on the north side of Huron Road between Amand Drive and Fischer Hallman Road in the Trussler Planning Community of the City of Kitchener within the Region of Waterloo. The principal resource that contributes to the heritage value is the house. Heritage Value 1683 Huron Road Road is recognized for its design, physical, contextual, historical and associative values. The house is a rare example of the Ontario Gothic architectural style with some influences from Italianate architecture. The house is in good condition with many intact original elements. The house features: `T' plan; medium pitch side gable roof; yellow brick laid in the stretcher bond pattern; front entrance features: wood door with carved panels and two lights with semi-circular arched heads, paneled door jambs with carved brackets separating the transom panes, transom with red and blue panes, sidelights, Carpenter's box lock; intact with arched narrow windows including coloured glass transom and sidelights; 2/2 segmentally arched wood windows with voussoirs; wood sills; chimneys; rounded-arch window in dormer; single-bay verandah with shed roof and engaged wooden posts with chamfered corners and scrollcut brackets; and, large split faced granite fieldstone foundation. The interior of the house features: dark cherry with a single strip of light maple wood flooring in the kitchen; pine flooring throughout the remainder of the house; 12" moulded wood baseboards; doors with 5" moulded wood casings; windows with simple moulded casings; and, centre hall staircase with dark cherry newel post, turned balusters and curved banister. 3 - 7 APPENDIX `A' The house is located in close proximity to Huron Road, which is one of Ontario's oldest transportation routes. The farmhouse with the long laneway sheltered by large old maple trees is a reminder of the agricultural life that prevailed in the area for so many years. The house was likely built by Robert Orr in 1881 and was sold to Albert Ludolph in 1920 for $7,500.
