MINUTES OF BOARD OF TRUSTEES MEETING FOR
KITCHENER PUBLIC LIBRARY BOARD
1. CALL TO ORDER
The Regular Board Meeting of the Kitchener Public Library Board was
called to order at 7:00 p.m. on Wednesday, October 21, 2015, by the
Chair, Mr. Wayne Buchholtz in the Meeting Room at the Country Hills
Community Library.
TRUSTEES PRESENT
Ms. Katherine Andrews, Mr. Wayne Buchholtz, Mr. Cory Ernst, Councillor
Kelly Galloway-Sealock; Councillor Sarah Marsh, Ms. Jacqueline McLaren,
Ms. Kelly McManus, Ms. Erin Rudland, Ms. Stephanie Tanner.
Ms. Mary Chevreau, Secretary-Treasurer and Chief Executive Officer.
STAFF PRESENT
Ms. Lesa Balch, Ms. Sabina Franzen, Ms. Ann Wood, Ms. Gloria Grigas.
REGRETS
Mr. Tim Blundon, Ms. Michelle Dow.
SPECIAL GUESTS
Mr. Bryan Dunham, Manager of Information Technology.
2. TOUR of Country Hills Community Library
The Library Board joined Ms. Allison Schroeder, Manager of the C
Hills Community Library, on a walking tour of the branch.

3. AGENDA REVIEW
15-69 On motion by Ms. Erin Rudland and seconded by Ms. Kelly McManus, it
was RESOLVED that the Agenda be adopted.
CARRIED
There were no pecuniary / conflict of interest declarations.
4. BOARD ORIENTATION Why KPL Matters

Services, presented photos of the equipment and computers
used in the various departments 14 years ago and compared them with
The IT staff are currently responsible to install and troubleshoot 14
different operating systems; 122 computers at public work statio
computers at staff work stations; 65 ipads; 8 other tablets; 3 M
17 physical servers; 10 virtual servers; 2 Cloud servers; 111 different
software packages; 14 projectors; 50 printers and 8 photocopiers
Most recently Central has installed a Tech Bar in the Reading Lo
which displays 8 different tablets on their stands with accompanying
literature for the public to try. The official launch date is Saturday,
October 24 from 2 to 4 pm.
Kitchener Public Library is also proud to be the first library i
offer wifi hotspot devices for circulation at Central. Anyone 18 years or
older with a Kitchener Public Library card can borrow one of the
hotspot devices for up to three weeks. One of the devices was circulated
at the meeting for the Library Board to view.

Mr. Wayne Buchholtz thanked Mr. Bryan Dunham for the impressive
presentation.
5. MINUTES of the Board Meeting of September 16, 2015.
15-70 On motion by Ms. Stephanie Tanner and seconded by Ms. Katherine
Andrews, it was RESOLVED that the Minutes of the Board Meeting of
September 16, 2015, be approved.

7. 1. BUSINESS
REPORT OF OFFICERS
(a) Report of the Chair
The Chair thanked the Board members who attended the One Book One
Community event in the Theatre on September 23 with Emily St. John
Mandel, author of Station Eleven in conversation with Edwin Outwater,
Music Director of the KW Symphony.
Mr. Wayne Buchholtz, Ms. Michelle Dow and Ms. Katherine Andrews
volunteered to assist staff with the community engagement survey at
Word on the Street at City Hall on September 26.

Over 100 volunteers attended the Volunteer Appreciation Celebration on
October 8. Mr. Wayne Buchholtz thanked the staff who organized
event for an outstanding job.

has returned from her leave of absence.
Health & Safety Policy
On an annual basis Kitchener Public Library renews its health and safety
agreement with the Joint Health and Safety Committee. Mr. Wayne
Buchholtz read the Health and Safety Statement and signed the
responsibility for a safe and healthy workplace.
(b) Facilities Planning & Building Committee
Updates
Ms. Stephanie Tanner, Chair of the Facilities Planning & Buildin
Committee, provided an update.

Additional drainage and a waterproof membrane have been installe

Congratulations were extended on behalf of the Board to the Central
Library for receiving the Leadership in Energy and Environmental
Design (LEED) Gold certification by the Canada Green Building Co

September 2015 Financial Statement
15-71 On motion by Ms. Erin Rudland and seconded by Ms. Jacqueline McLaren
it was RESOLVED to accept the September 2015 Financial Statement, as
printed.

(d) Public Service & Policy Committee
Updates
Accommodation and Return to Work Policy
Ms. Jacqueline McLaren, Chair of the Public Service and Policy Committee,
referred to the Accommodation and Return to Work Policy included
Board package.
The highlighted passages identified the main policy changes that were
made to meet legislative requirements.
A question and answer session followed.
15-motion by Ms. Jacqueline McLaren and seconded by Ms. Erin Rudland,
it was RESOLVED to adopt the changes made to the Accommodation a
Return to Work Policy, as presented.
A motion to amend Motion 15-72 was moved by Ms. Kelly McManus and
seconded by Councillor Kelly Galloway-Sealock, to include the following:

Review of Library Board Policies
The Public Service and Policy Committee met with Ms. Mary Chevre
October 9 to review its objectives. The Committee agreed to conduct a
review of all existing Board policies.
Board Governance Model
At the February 2015 Library Board meeting a motion was carried
outlining the objectives for 2015, one of which was to start the
development of a Board governance model and policy manual.
The Board agreed to invite a public library consultant, Mr. Rob Lavery
from Southern Ontario Library Services (SOLS) to attend the January and
February 2016 Library Board meetings to present and facilitate the
Kitchener Public Library Boardovernance model.
(e) Report of the Secretary-Treasurer and CEO
Library Closure for Professional Development Day
Ms. Mary Chevreau reminded the Board that all locations of Kitch
professional development day.
Night\Shift
Central will be participating in Downtown Kitchener Night\Shift
festival this year on Saturday, October 31beginning at 7:00 pm on Ahrens
Street.
The festival allows festival explorers to see areas of their downtown
cultural community and become better connected with their surrou
and neighbours.
Canadian Public Libraries for Fair E-book Pricing
Using a Powerpoint presentation, Ms. Mary Chevreau compared the
current purchase cost of various ebooks paid by the public vs Kitchener
Public Library.

Ms. Mary Chevreau explained that the demand for ebooks in libraries
continues to grow rapidly but multinational publishers have imposed
unreasonably high prices as noted in her presentation, creating a barrier
for public libraries to offer universal access to this content.

discover and often longer wait times for these materials.
For this reason Canadian Public Libraries have formed a coalitio
awareness of the high prices that multinational publishers charge public
libraries for ebooks and advocate for a better pricing model.

9. III. PRESENTATIONS
(a) Report of Councillors
City Councillors received their last variance report and will begin to
prepare for budget season next month.
Council received an update to the Kitchener Economic Development
Strategy
order to finalize the document and bring it forward at a future
Committee meeting.
Friday, November 6, is Random Act of Kindness Day. The City has
events planned for that day and has encouraged the community to run
events and tweet them to the City.

10. ADJOURNMENT
15-74 There being no further business, on motion by Mr. Cory Ernst and
seconded by Councillor Kelly Galloway-Sealock, it was RESOLVED to
adjourn the meeting at 8:40 p.m.
