OldMillSanitarySewerPumpingStation(E15026) EnvironmentalCommitteeMeetingAgenda MeetingDate:September17,2015 Summary TheOldMillSanitarySewagePumpingStationislocatedat1810OldMillRoad,adjacenttothe GrandRiver.ThePumpingStationcurrentlyservices165haoflandwithapeakflowcapacity rateof287.7l/s. WithinthepumpingstationcatchmentareasignificantgrowthisprojectedincludingConestoga /;m;x25yearmasterplanwhichincludesmorethanhalfofamillionsquarefeetofnew buildingarea.Basedonitsage,operatingconditionandavailableintakecapacity,theprojected flowsfromfuturebuildoutcannotbeaccommodatedintheexistingpumpingstationand thereforeupgradesarerequiredtothestation.Further,theexistingstationhasoperational deficienciessuchasnoemergencystorage,whichisnowalegislatedrequirement,toavoid spillstotheGrandRiverandtoSchneiderCreek. Tocompletetheupgrades,aClassw.xEnvironmentalAssessment(EA)isrequiredandwillbe completedin2015.TheEAwillconsidercapacityrequirementswithinthecatchmentarea basedonultimatebuildout,evaluatedifferentupgradeoptions(includingnewpumping station,expandexistingfacility,expandmaintenanceprogram,reducesewageflows,limit futuregrowth,dischargetodifferentpumpingstationetc.),evaluateupgraderequirementsto existinglocalinfrastructureandincludeapreliminarydesignofthepreferredalternative. 4 - 1 OldMillSanitarySewerPumpingStation(E15026) EnvironmentalCommitteeMeetingAgenda MeetingDate:September17,2015 CityofKitchenerissuedanExpressionofInterest(EOI)onFebruary12,2015fortheConsultant assignmentforcompletionoftheEA.TheCityofKitchenerretainedMTEConsultantsInc.for thisprojectassignmentthrougharesolutionofCouncilonApril27,2015. UponcompletionoftheEnvironmentalAssessment,implementationofthepreferred alternativewillcommencein2016withprojectcompletionby2017. ProjectIssues Propertyconstraints,giventhatthesizeoftheexistingsiteissmallandsurrounding propertyisownedbyGRCAandprivateresidentiallandowners.Futureexpansiononthe existingsiteislimited. Upgradeofthestationisessentialduetopastspillsthathaveoccurredin2004and 2006. Potentialimpacts,thoughlimited,onwildlife,wildlifehabitatandvegetationwithinand adjacenttothesubjectlandsincludingpotentialimpactstoSpeciesatRisk(SAR). HomerWatsonParkEnvironmentallySignificantPolicyArea(ESPA#31)isapproximately 450msouthwestofthepumpingstation. LocallySignificantValleylandsalongSchneiderCreek. RegionallySignificantValleylandsalongGrandRiver. Regionallysignificantwoodlandsadjacenttothepumpingstation(northwest). Unevaluatedlocallysignificantwetlandsadjacenttothepumpingstation(northwest). ProvinciallySignificantWetland(StrasburgCreekPSW)inproximitytothesite(tothe north,southandsouthwest) ThesiteiswithintheGrandRiverRegulationlimit,neartheconfluenceofSchneider CreekandGrandRiver. GeologicalsettingadjacenttotheGrandRivermayrequireanassessmentoftoeerosion, structuralstabilityanddevelopmentsetback. Proposedprojectlandsthathavenotbeenpreviouslydisturbedbydeeplandalteration oraresignificantlyslopedmayhavearchaeologicalpotential.
