SUBJECT: Purchase of Services by Grandlinq Contractors for winter
maintenance
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute an agreement with Grandlinq
Contractors for snow maintenance services for the 2015-2016 season, said
agreement to be satisfactory to the City Solicitor; and further
That amendments to said agreement, for the purpose of increasing or reducing
roadway sections, may be made by the Manager of Operations, subject to the
satisfaction of the City Solicitor.
BACKGROUND:
Grandlinq Contractors would like to purchase winter maintenance services from the City
of Kitchener for various sites within Kitchener currently under construction for the
Region of Waterloo's Light Rail Transit project.
REPORT:
Grandlinq Contractors, the contractor who is currently constructing the Region of
Waterloo's Light Rail Transit project, approached the City of Kitchener's Operations
division with a request to perform certain snow plowing services.
In an effort to maintain continuity of road maintenance services to the public, the
Operations division is prepared to maintain the requested locations. All are currently
under construction but are now or soon will be paved. The known sites are as follows:

• Charles Street -Victoria Street to Benton Street
• Charles Street - Stirling Avenue to Borden Avenue
• Borden Avenue - Charles Street to dead end
The value of services that will be provided by the Operations division is approximately
$47,431.70 for the 2015-2016 winter season, which equates to $4,743.17 per lane
kilometre. This rate is the same per lane kilometre rate charged to the Region of
Waterloo under the current road maintenance agreement. Following the winter season,
the City will request a reduction to maintained lane kilometres under the road
maintenance agreement with the Region of Waterloo to avoid double billing. The
current purchase of service request is for approximately 10 kilometres although staff are
recommending that the Manager of Operations be given the authority to add or reduce
roadways to accommodate any further requests of Grandlinq Contractors for the 2015-
2016 winter season. The same rate per lane kiliometre would apply. The ability of the
Manager of Operations to make any further amendments will allow for timely and
efficient services to be delivered to Grandlinq Contractors, which serves the public
interest.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the City's strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The City will recoup its expenses in full for providing these winter maintenance services
to Grandlinq Contractors.
