SUBJECT: P15-056 Columbarium Design Build Install: Williamsburg
Cemetery

RECOMMENDATION:
That Proposal P15-056 Columbarium Design Build Install: Williamsburg Cemetery, be
awarded to Sunset Memorial & Stone Ltd., Calgary, Alberta, at their proposed price of
$252,390.00, including optional work of $22,790., plus H.S.T. of $32,810.70, for a total of
$285,200.70.
BACKGROUND:
This project consists of four wall columbarium units, each with 132 niches, and two tower
columbarium units, each with 72 niches. These columbaria will provide a feature that will
anchor the new Phase II development recently begun at the Williamsburg Cemetery. As well as
creating a feature for the Phase II development, these columbaria will add inventory for this high
demand alternative as identified in the CSD-057 November 2, 2014 report - Williamsburg
Cemetery Master Plan Phase ll. The construction of the columbaria is anticipated to begin
immediately upon approval with a proposed completion in November 2015.
REPORT:
The Proposal was advertised publicly on the City of Kitchener website and the Internet through
the Ontario Public Buyers Electronic Tendering Information System. Proposals were
downloaded by nine (9) interested parties, and by the closing date of Friday August 7, 2015,
three (3) proposals had been received.
The proposals were reviewed by L. Eckel-Braun, Manager of Cemeteries and S. Rudak, Buyer,
who concur with the above recommendation.

Strategic Direction: Ensure responsible use of public funds within a supportive policy
framework.
The City of Kitchener’s purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
The net cost for this proposal (A), is fair and reasonable for a project of this scope and the upset
limit is within the budget allowances (B) provided within the budget. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will remain in the
Williamsburg Phase II Development account to fund remaining work.

INFORM - Potential vendors are informed of bid opportunities through the public posting of bid
documents as outlined in the City’s Purchasing By-Law. Vendors, local media and the general
public are informed of purchasing recommendations to Council through the public reports which
are included with the Council agenda the week prior to the Council meeting.
