BACKGROUND: In 2013 the City awarded E13-015 Roof Consulting Services, to IRC Building Sciences Group Inc.The objective of the three (3) year contract is for the services of a Consultant to assist the City in preserving existing roofing assets, and to provide documentation and direction to prolong the useful service life of existing roof systems, and provide solutions with best possible roof system balanced with low cycling costing. Following award of E13-015 Roof Consulting Services, the City and IRC Building Sciences Group proceeded with E13-056, Prequalification of Roofing Contractors, and awarded to five (5) vendors: Semple Gooder Roofing Corporation Viana Roofing & Sheet Metal Limited Atlantic Roofers Ontario Limited Flynn Canada Limited Atlas-Apex Roofing Incorporated *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1.vii. - 1 IRC Building Sciences Group performed a visual survey of the existing roof sections at the Grand River Recreation Complex in 2015 and concluded in their conditions report that the replacement of all roof areas of the complex is required. REPORT: Tenders were picked up by the City’s five (5) prequalified roofing contractors, and by the closing date of Thursday October 8, 2015, five (5) tenders had been received. The following tenders were received: Bid Price Semple Gooder Roofing Corporation Ayr ON $643,359.85* Viana Roofing & Sheet Metal Limited Toronto ON $684,554.00 Atlantic Roofers Ontario Limited Hamilton ON $709,590.28 Flynn Canada Limited Cambridge ON $711,448.00 Atlas-Apex Roofing Incorporated Kitchener ON $739,500.25 The tender was reviewed by J. Cietwierkowski, IRC Building Sciences Group, the City’s Consultant, J. Edmondson, Manager, Facilities Management, D. Hanby, Supervisor, Facilities Management, and S. Rudak, Buyer, who concur with the above recommendation. It is uncertain the Work can proceed at this time of year, however, in the event of inclimate conditions Semple Gooder Roofing Corporation has commited their tendered prices as firm until May 1, 2016. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. 1.vii. - 2 FINANCIAL IMPLICATIONS: The net cost for this tender (A), is fair and reasonable for a project of this scope. The existing 2015 funding will not be enough for this project so preapproval of the 2016 capital budget is required. The estimated surplus (D) will remain within the account to fund future roof replacements.
