That Expression of Interest E15 -061 Consulting Servic � — Development of Mid -Term
Parking Solutions for Downtown Kitchener, be awarded to BA Consulting Group Ltd.,
Toronto, Ontario at their estimated fee of $53,640., plus H.S.T. of $6,973.20, for a total of
$60,613.20, based on a satisfactory contract being negotiated and an upset fee being
established.
BACKGROUND:
The Long -Term Parking Strategy (2011) reviewed the potential impacts of a number of factors
affecting parking supply and demand. Since that time, a number of changes recommended in
the strategy have been implemented and construction of Light Rail Transit through the
downtown has begun. The development of Mid -Term Parking Solutions will be a mid -range
planning document that will build on existing studies and data to establish the need for
investment in additional parking infrastructure and review/recommend innovative parking
revenue sources, maximize revenues, review/recommend changes to existing parking policy
(cash in lieu 1 restrictions on new standalone parking facilities) and on- street parking and
loading while being conscious of promoting a downtown that prioritizes active travel.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services /Consultants, a Consultant's Review Committee was established
consisting of J. Readman, Director of Transportation Services, T. Konstantinidis, Supervisor,
Parking Operations, B. Sloan, Manager, Long Range and Policy Planning, C. Bluhm, Manager,
Downtown Community Development and L. Stecho, Supervisor of Purchasing.

Expressions of interest were advertised publicly on the City of Kitchener website and on the
internet through the Ontario Public Buyers Association Electronic Tendering Information System
relative to this project. Documents were downloaded by twenty -three (23) interested parties and
by the closing date of Friday July 10, 2015, three (3) responses had been received.
The review committee met on Friday July 24, 2015, to review the submissions. The Committee
elected to award the project to BA Consulting Group Ltd., Toronto, Ontario.
The Committee rated consultants on the following criteria:
• Evaluation of Proposed Project Manager
• Project Team -- Completeness and Experience — Technical Competence, Experience of
Consultant 1 Team
• Understanding and Approach including Work Plan and Schedule
• Past Performance / References
• Completeness of Expression of Interest
• Cost of Consultant Fees

The City of Kitchener's purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
The net cost for this expression of interest (A), is fair and reasonable for a project of this scope
and the upset limit is within the budget allowance (B) provided within the budget. Funding for
this project is included within the approved budget. The estimated surplus (D) will remain in the
account for future parking studies.

INFORM - Potential vendors are informed of bid opportunities through the public posting of bid
documents as outlined in the City's Purchasing By -Law. Vendors, local media and the general
public are informed of purchasing recommendations to Council through the public reports which
are included with the Council agenda the week prior to the Council meeting.
