SUBJECT: T15 -051 Huron Natural Area Playscape Construction
RECOMMENDATION:
That Tender T15 -051 Huron Natural Area Playscape Construction, be awarded to Garden
Grove Landscaping Inc., Waterdown, Ontario, at their tendered price of $279,886.55, plus
H.S.T. of $36,385.12, for a total of $316,270.67.
BACKGROUND:
The Huron Natural Area (HNA) master plan was approved in 2001 and today, HNA is
Kitchener's premier and largest publicly owned natural area. HNA is a partnership project with
the Waterloo Region District School Board (WRDSB), the Waterloo Catholic District School
Board (WCDSB), and the City, through a joint ventures agreement. Through this agreement the
City operates and manages the park in keeping with the original masterplan vision of
stewardship, conservation and education.
The City of Kitchener is planning to construct its first children's natural playscape at the Huron
Natural Area. A natural playscape involves the design of dynamic nature - inspired play areas by
incorporating built play structures with natural elements (plants, water, topography, logs,
boulders, etc.) and by providing a sensory experience of nature through a variety of play
opportunities. The introduction of this emerging approach to play is in response to recent
studies that indicate children are spending less time outdoors and less time connecting with
nature.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded
by twenty -seven (27) interested parties and by the closing date of Thursday July 16, 2015, three
(3) tenders had been received.

Cardoso, Landscape Architect, who concur with the above recommendation.

FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable fora project of this scope and the upset
limit is within the budget. allowances (B). provided within the budget. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will remain in the Huron
Natural Area General Provision account to fund remaining` projects.

COMMUNITY ENGAGEMENT:
INFORM - Potential vendors are informed of bid opportunities through the public posting of bid
documents as outlined in the City's Purchasing By -Law. Vendors, local media and the general
public are informed of purchasing recommendations to Council through the public reports which
are included with the Council agenda the week prior to the Council meeting.
