HomeMy WebLinkAboutCouncil - 2015-12-07 S SPECIAL COUNCIL MINUTES DECEMBER 7, 2015 CITY OF KITCHENER A special meeting of City Council was held at 12:52 p.m. this date, chaired by Mayor B. Vrbanovic with all members present. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. 1. IN-CAMERA MEETING AUTHORIZATION Moved by Councillor Y. Fernandes Seconded by Councillor K. Galloway-Sealock "That an in-camera meeting of City Council be held immediately following this special meeting to consider a labour relations matter and a matter subject to solicitor-client privilege." Carried The meeting then recessed at 12:53 p.m. and re-convened at 2:02 p.m., chaired by Mayor B. Vrbanovic with all members present. 2. LABOUR RELATIONS Council considered Finance and Corporate Services Department report FCS-15-180 (B. Soye), dated December 4, 2015, regarding the ratification of a collective agreement with Kitchener Professional Fire Fighters Association (KPFFA) covering the period from January 1, 2015 to December 31, 2017. In response to questions, Mr. M. May, Deputy CAO – Community Services, indicated that if Council ratifies the contract, he would then disclose the details of the approved contract. Moved by Councillor K. Galloway-Sealock Seconded by Councillor S. Marsh “That Council approve the terms and conditions contained in the Memorandum of Settlement dated November 26, 2015 to establish the 2015-2017 Collective Agreement with KPFFA, as outlined in report FCS-15-180; and further, That the Mayor and the Clerk be authorized to execute documentation arising there from.” A recorded vote was requested. In Favour : Mayor B. Vrbanovic and Councillors, S. Davey, D. Schnider, J. Gazzola, Y. Fernandes, K. Galloway-Sealock, P. Singh, B. Ioannidis, F. Etherington and S. Marsh. Contra: Councillor Z. Janecki Motion Carried. Mr. M. May advised the agreement includes the following wage adjustment increases: 2015: 2.75%; 2016: 2.75%; and, 2017: 2.6% as well as increased coverage for clinical psychologists, social worker and / or psychiatrists. He indicated that KPFFA has agreed to a concession which requires KPFFA members be employed with the department for more than 15 years to receive a sick leave pay out. 3. BY-LAW FOR THREE READINGS Moved by Councillor Y. Fernandes Seconded by Councillor D. Schnider “That leave be given the Mover and Seconder to introduce the following by-laws for three readings and that the same be taken as read a first, second and third times, be finally passed and numbered serially by the Clerk. Being a by -law to exempt certain lots from Part Lot Control — Part of Lots 136 to 138 inclusive, 141, 146 to 148 inclusive, 164, 165, 187 and 188, Registered Plan 58M -541 — Meadowridge Street. (By -law No. 2015 -126) b. To confirm all actions and proceedings of the Council. (By -law No. 2015 - 127)." Carried. On motion the meeting adjourned at 2:07 p.m. MAYOR CLERK
