SUBJECT: E15-088 Consultant Services – Residential Intensification in
Established Neighourhoods Study

RECOMMENDATION:
That Expression of Interest E15-088 Consultant Services – Residential
Intensification in Established Neighourhoods Study, be awarded to Meridian
Planning, Vaughan, Ontario, at their estimated fee of $65,425.50, including
contingencies of $3,115.50 plus H.S.T. of $8,505.32, for a total of $73,930.82,
based on a satisfactory contract being negotiated and an upset fee being
established.
BACKGROUND:
The City of Kitchener requires the services of a consultant to study the issue of
residential intensification in established neighbourhoods and to recommend a course of
action for the municipality. Over the past few years, Council has become aware of
ongoing issues with various scales of residential intensification resulting in this study
being added to the City’s Corporate Business Plan in the beginning of 2015. The study
will assess the state of intensification in Kitchener, research other practices, analyze the
advantages and disadvantages of other practices and recommend a course of action for
the City of Kitchener after having engaged the community and Council.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established

consisting of J. Oosterveld, Manager, Site Development and Customer Service, A.
Pinard, Director of Planning, B. Sloan, Manager, Long Range and Policy Planning, D.
Ross, Manager, Development Review, and R. Scott, Buyer.
Expressions of interest were advertised publicly on the City of Kitchener website and on
the internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by thirty-four
(34) interested parties and by the closing date of Monday October 26, 2015, seven (7)
responses had been received.
The review committee met on Monday November 2, 2015, to review the submissions
and a shortlist of three (3) candidates was selected for further interviews. The
Committee met on Monday November 16, 2015 to interview the shortlisted candidates.
The Committee recommends awarding the project to Meridian Planning, Vaughan,
Ontario.
The Committee rated consultants on the following criteria:
• Evaluation of Proposed Project Manager
• Project Team Qualifications / Expertise
• Proposed Timeline to Complete Study
• Experience with Similar Projects/ Local Context
• Effect of Interview
• Cost of Consultant’s Fees
• Effectiveness of Work Plan

The recommendation of this report supports the achievement of the City’s strategic
vision through the delivery of core service.

FINANCIAL IMPLICATIONS:
The net cost for this expression of interest (A), is fair and reasonable for a project of this
scope and the upset limit is within the budget allowance (B) provided within the budget.
Funding for this project is included within the approved budget. The estimated surplus
(D) will remain in the account to address any outstanding costs associated with this
project including notifications, printing and a Citizen's guide to Intensification.
