SUBJECT: T15-092 Liquid Snow and Ice Control Organic Based
Performance Enhancer (OBPE)

RECOMMENDATION:
That Tender T15-092 Liquid Snow and Ice Control Organic Based Performance
Enhancer (OBPE), be awarded to Pollard Highway Products Ltd, Harrow, Ontario,
at their tendered price of $88,800., plus H.S.T. of $11,544., for a total of $100,344.,
for a one (1) year term, with an option to renew for two (2) additional twelve (12)
month terms.
BACKGROUND:
Liquid snow and ice control is a pure organic based performance enhancer (OBPE)
made of desugared beet molasses and is used by the City for pre-wetting salt to reduce
salt usage.OBPE is an ongoing winter maintenance product. When mixed with salt
brine, it reduces by 30% the amount of salt which must be used as well as allowing the
City to continue to de-ice at lower temperatures than if salt brine were used by itself. A
patent fee for this product has recently come into effect and is now being added to the
purchase price, regardless of which vendor supplies the product. This product has
been utilized by the City since 2004.
The average annual spend over the past two (2) years was $64,039.81. The actual
spend will depend on the level of activity throughout the term of the contract.

REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by seven (7) interested parties, and by the closing date of Thursday
November 5, 2015, three (3) tenders had been received.
The following tenders were received:

Pollard Highway Products Ltd. Harrow ON $100,344.00*
Eco Solutions Milton ON $120,955.20
Thawz Inc. offered an alternative granular (non-liquid) product which did not meet the
specifications as set out in the form of tender.
The price for liquid snow and ice control organic based performance enhancer has
increased 48% from the previous contract due to the fall of the Canadian dollar as well
as the new patent licensing fee which came into effect earlier this year.
The tender was reviewed by D. Moore, Supervisor Roads, Infrastructure Services and
Chad Heise, Interim Manager of Maintenance (Roads), Infrastructure Services, who
concur with the above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the City’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding will be provided from various operational accounts.

advance of the council / committee meeting.
