RECOMMENDATION:
That Expression of Interest E15-089 Consultant Services – Sportsfield and Park
Development – Upper Canada Park, be awarded to Stantec, Kitchener, Ontario, at
their estimated fee of $185,085.40, including contingencies of $16,825.95, plus
H.S.T. of $24,061.10, for a total of $209,146.50, based on a satisfactory contract
being negotiated and an upset fee being established.
BACKGROUND:
The consulting services will include completing the detail design, acquisition of
regulatory approval and permits, and contract administration of the Southwest Optimist
Sportsfields, a component of Upper Canada Park.
The primary function of Southwest Optimist Sportsfields is the operation of five (5) ball
diamonds of varying sizes and functions. A park master plan was undertaken by the
City of Kitchener to address dated field design and infrastructure to deliver recreational
services at an efficient level. The master plan’s secondary goals included improving the
connectivity of the park space and accommodate new recreational opportunities.
The concept plan proposes the removal of the existing five (5) ball diamonds and the
installation of four (4) consolidated and upgraded ball diamond facilities, including
supporting infrastructure and other park amenities. The diamond consolidation will
create three times the current inventory of bookable diamond time for the City of
Kitchener. Further upgrades will enhance the existing park’s aesthetics and function.

REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of M. Parris, Landscape Architect, D. Ritz, Supervisor, Design/Development,
B. Cheyne, Supervisor, Athletics, and R. Scott, Buyer.
Expressions of interest were advertised publicly on the City of Kitchener website and on
the internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by forty-four
(44) interested parties and by the closing date of Monday November 9, 2015, thirteen
(13) responses had been received.
The review committee met on Thursday November 19, 2015, to review the submissions
and a shortlist of three (3) candidates was selected for further interviews. The
Committee met on Tuesday December 1, 2015 to interview the shortlisted candidates.
The Committee recommends awarding the project to Stantec, Kitchener, Ontario.

• Amount of City Work Completed in the Past

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this Expression of Interest (A), is fair and reasonable for a project of this
scope and the upset limit is within the budget allowance (B) provided within the budget.
Funding for this project is included within the approved capital budget. The estimated
surplus (D) will remain within the account to fund future phases of the project.
