BACKGROUND:
In the mid-1970’s, a flagstone patio and stone wall was built adjacent to the Coach
House at Homer Watson Gallery. Over time, large cracks have developed in the wall
and it is leaning significantly which is a safety risk. This project includes the dismantling
of the stone wall, steps and flagstone patio. The area will be excavated and concrete
footings, which did not exist previously, will be poured to make the walls and patio more
stable. The size of the patio area and the height of the wall will be the same when
completed. The existing wall and patio stones will be re-used.
REPORT:
In accordance with the Purchasing and Materials Management Bylaw clause 170.3.7 -
“When any written formal quote other than the lowest bid is accepted, a report shall be
taken to the next meeting of Council for their information”.

Coach House, has been awarded to Dakon Construction Ltd., Waterloo, Ontario, at their
quoted price of $65,900., plus H.S.T. of $8,567., for a total of $74,467.

Quotations were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by twenty-two (22) interested parties, and by the closing date of
Wednesday November 4, 2015, three (3) quotations had been received.
The following quotations were received:

The City is party to an agreement with the Brick and Allied Craft Union of Canada
(BACU) for masonry work. The low bid submitted by Euro Landscape did not provide a
masonry subcontractor who is party to this agreement.
The quotes were reviewed by B. Gibson, WitzelDyce Engineering Inc., the City’s
Consultant, L. Stewart, Manager, Projects/Energy Management, and R. Scott, Buyer,
who concurred with the review and award.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this quotation (A), is fair and reasonable for a project of this scope and
the upset limit is within the funding available (B) for this project. Funding for this project
is included within the approved capital budget. The estimated surplus (D) will remain
within the account to fund future maintenance at the Homer Watson Art Gallery.
