SUBJECT: Appointments to Downtown Action and Advisory Committee

RECOMMENDATION:
That Craig Beattie and Frank Voisonbe appointed to the Downtown Action and
Advisory Committee as "Downtown Building Owner or Developer" sector
representatives to fill existing vacancies for the 2014-2016 term.
BACKGROUND:
On December 1, 2014, Council appointed citizens to various advisory committees,
boards and special committees for the current term based on the slate of candidates put
forward by the Nominating Committee (the Committee). At that time, the Committee
had identified challenges in filling all the vacancies on the Downtown Action and
Advisory Committee (DAAC). Specifically, there were not sufficient applicants to fill the
five (5) sector vacancies for Downtown Building Owner and Developer (the Sector) as
per DAAC’s Terms of Reference; thus, Council was able to appoint only two (2)
individuals for that Sector based on the applications received at that time.
REPORT:
Since there were not sufficient candidates to fill all sectors on DAAC, Council over-
appointed citizens at-large to enable DAAC to move forward and achieve quorum at its
meetings. Thus, while DAAC does not have a shortage of members overall, it is lacking
in the sector-specific area of Downtown Building Owner and Developer.

Recently, one citizen applied to serve on DAAC as a representative for the Downtown
Building Owner and Developer sector. In order to ascertain if anyone else might be
interested in serving, staff from the Economic Development Division were requested to
contact the Kitchener Downtown Business Improvement Area (KDBIA) to ask them to
canvass their members. From that outreach effort, one additional citizen has applied to
DAAC to represent that Sector.
Despite the fact that DAAC has an over-appointment of members overall, staff
recommends that both applicants be appointed to bring the complement for this Sector
closer to DAAC’s Terms of Reference so the Sector is better represented.
Because the number of candidates does not exceed the number of vacancies for the
Sector on DAAC, the applications have not gone to the Nominating Committee but
rather, are being presented directly to Council for consideration.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
