GENERAL PROVISIONS
213.1.1 Operation-in Woodland Cemetery- authorized
The Manager of Cemeteries is hereby authorised to establish and operate
one or more Columbaria and Mausolea in the City pursuant to the provisions
stated in this Chapter.By-law 95-48,27 March,1995;By-law 2009-056,23
March,2009.
213.1.2 Provisions-regulations-Chapter 210- exception
The provisions and regulations of Chapter 210 of The City of Kitchener Mu-
nicipal Code shall apply mutatis mutandis to the use of the said Columbaria
and Mausolea except insofar as they directly conflict with the provisions and
regulations stated in this Chapter, in which case the provisions of this
Chapter shall govern.

213.1.3 Service-performed by cemetery staff-fees prescribed
All entombments,inumments and removals,as well as the opening and seal-
ing of crypts and niches shall be performed by cemetery staff for the fees set
out in the Tariff of Charges as prescribed by Council from time to time.
213.1.4 Embellishments-lights-prohibited-exceptions
All crypt and niche embellishments, including the use of vesper lights and
candles,are prohibited except as expressly permitted as set out in Articles 2
and 3 inclusive.
213.1.5 Repealed: By-law 2009-056,23 March,2009
213.1.6 Visiting hours-inside mausolea-key at office
Crypts and niches located inside mausolea may be visited on weekdays be-
tween the hours of 8:30 a.m. and 4:00 p.m.by obtaining the key from the
cemetery office.
213.1.7 Visiting hours-outdoor niches
Outdoor niches may be visited daily from one-half hour after sunrise to
one-half hour prior to sunset.
Article 2
CRYPT REGULATIONS
213.2.1 One casket-per crypt- maximum
No more than one casket containing human remains may be placed in any
crypt.
213.2.2 One vase-attached to crypt-as approved-permitted
One vase approved by the Manager of Cemeteries or designate may be at-
tached to any crypt.
213.2.3 Vase-Tariff of Charges-installation-cemetery staff
Vases are available as per the Tariff of Charges and shall be installed by
cemetery staff.
213.2.4 Arrangement- artificial-fresh-permitted
Artificial and fresh arrangements/wreaths are permitted year around.

213.2.5 Arrangement-removal-when unsightly
Fresh and artificial arrangements will be removed by cemetery staff as they
become unsightly or neglected.By-law 95-48,27 March, 1995.

213.2.6 Photographs-approved type-permitted
Only ceramic or porcelain photographic images are permitted. Any frame
that is used mustbe approved by the Manager.By-law 2009-056,23 March,
2009.
213.2.7 Picture frames-maximum size-mounting
Picture frames shall not exceed 0.076 m(3 in)in height and 0.063 m(2.5 in)
in width and shall be permanently attached to the crypt shutter by means of
an adhesive or non-corrosive metal fasteners approved by the Manager of
Cemeteries or designate.By-law 95-48,27 March,1995;By-law 2009-056,

213.2.8 Inscriptions- approval required-by Manager
All orders for inscriptions on crypt shutters must be approved by the Man-
ager of Cemeteries or designate.
213.2.9 Inscriptions-production methods
Inscriptions may be produced by etching or sandblasting the crypt shutter or
cast in bronze and affixed to the crypt shutter.
213.2.10 Shutter-removal-replacement-by staff-fee
The removal and replacement of a crypt shutter shall be performed only by
cemetery staff and at a cost as per the Tariff of Charges. By-law 95-48,27
March, 1995.
Article 3
NICHE REGULATIONS
213.3.1 Cremated remains two per niche-maximum
No more than two approved receptacles containing cremated human re-
mains may be placed in any one niche.
213.3.2 Vases-not permitted
Vase installations are not permitted on columbarium units.
213.3.3 Vases-not permitted- exception
Vase installations will be permitted on those columbarium units on which
vases have been previously installed,prior to the coming into force of this
Article.On those units only,one such vase will be permitted per niche,for a
fee as set out in the tariff of charges and shall be installed by cemetery staff.
213.3.4 Photographic images- granite niche front
Sand blasted and/or etched photographic images and reproductions that are
an integral part of the niche front are only allowed on those niches where en-
graving is permitted on the surface of the granite niche front.

213.3.5 Photographic images-glass fronted niche
In glass fronted niches,only photoceramic pictures are permitted,to a maxi-
mum of two in the approved frame as supplied and installed by the City's
Cemetery Division for a fee as per the tariff of charges.
213.3.6 Memorialization
Memorialization on niche fronts will be in the established format as speci-
fied and approved by the Manager or designate for each columbarium unit.
213.3.7 Placement of cremated remains-opening
and closing of niches
The placement of all cremated remains and the opening and closing of
niches shall be performed by cemetery staff for a fee as per the tariff of
charges.
213.3.8 Embellishments
Embellishments of any kind except as herein allowed will be prohibited
within the interior of the niche or on the niche front. By-law 2000-47, 20

Article 4
GARDEN OF HOPE MAUSOLEUM
213.4.1 Regulations- unless otherwise applicable
The rules outlined in this Chapter shall apply to the Garden of Hope Mauso-
leum in Woodland Cemetery where no other specific regulation is stated in
this Article.
213.4.2 Entombment-inurnment-limitations
No more than one casket containing human remains may be placed in any
crypt except those crypts designed as"Family 2's", in which two caskets
may be placed.No more than two approved receptacles containing human
cremated remains may be placed in a any niche.
213.4.3 Embellishments-crypt-vesper lights-candles
The use of vesper lights and candles is strictly prohibited in any crypt.
213.4.4 Embellishments- crypt-one approved vase/light
No embellishment may be attached to any crypt with the exception of one
approved vase/light unit.This unit may be used for artificial flower arrange-

213.4.5 Flowers-fresh- artificial-prohibited
Fresh flowers and potted plants are strictly prohibited within the interior and
exterior of the Garden of Hope Mausoleum and at the memorial stand lo-
cated adjacent to the Garden of Hope Mausoleum. By-law 2009-056, 23

213.4.8 Embellishments- attached to niches-prohibited
No embellishments/tributes of any kind are permitted to be attached to the
niche front or placed in front of the niche wall. By-law 95-48, 27 March,
1995;By-law 2009-056,23 March,2009.
213.4.9 Photographs-approved types-only
Only ceramic or porcelain photographic images are permitted and any frame
used must be approved by the Manager.By-law 2009-056,23 March,2009.
213.4.10 Picture frames-available-from cemetery-fee
Picture frames as approved by the Cemetery Manager are available from
cemetery staff as per the Tariff of Charges and shall be installed by cemetery
staff.
213.4.11 Photograph-one per crypt-exception-Family 2's
Only one photographic reproduction is permitted per crypt with the excep-
tion of those crypts identified as"Family 2's"in which case two such repro-
ductions are permitted.
213.4.12 Photograph-location-Family 2's-other
The location of the reproduction on"Family 2's"shall be one on the top left
corner and/or right comer of the crypt.On all other crypts the location shall
be on the bottom comer opposite the vase/light unit.
213.4.13 Photograph-on niche-prohibited
Photographic images of all types are prohibited on niches.
213.4.14 Inscriptions- crypts-approval- drawings- required
All orders for inscriptions must be approved by the Manager of Cemeteries
or designate including two full scale or half scale drawings showing the pro-
posed inscription in full.
213.4.15 Drawings-signed by rights holder-dealer
Drawings of inscriptions must be signed by the holder of the rights to the
crypt and the dealer or representative prior to being submitted for approval.
213.4.16 Drawings-approved-copy to dealer with shutter
If an inscription order,including the drawings,is approved by the Manager
of Cemeteries or designate,one copy will be released to the dealer with the
crypt shutter.By-law 95-48,27 March, 1995.
213.4.17 Crypt shutter-lay out-requirements
All crypt shutters shall be laid out using the following criteria:

(a) a 0.070 m(2.75 in)polished border shall be maintained around
the perimeter of each shutter;
(b) a double cut line,with one-half inch between each line,will be
incorporated between the edge of the border and the inner
panel;
(c) the inner panel will be frosted;
(d) the family name shall be centred at the top of the shutter, fol-
lowed by given names,date of birth,and date of death;and
(e) all verse and other associated family information shall be cen-
tred at the bottom of the shutter.
213.4.18 Crypt shutter-inscription-style-lettering
All inscription work on crypt shutters shall be:
(a) sandblasted onto the surface of the shutters using a sand-sunk
style;
(b) all ettering shall be of the modified Roman type;
(c) family names shall be 0.064 m(2.5 in)in height;
(d) given names shall be 0.032 m(1.25 in)in height;
(e) all other information shall be 0.025 m(1 in)in height;
(f) all lettering and associated border definitions shall be treated
with a light coating of dark grey lithochrome paint. By-law

213.4.19 Embellishments-other than supplied upon purchase
No other embellishments except for those supplied as part of the purchase of
the crypt shall be permitted.By-law 95-48,27 March, 1995.
213.4.20 Cross symbol-permitted-limitation
No other symbols,drawings or etchings in any form are permitted save and
except one cross symbol having dimensions no greater than 0.064 m(2.5 in)
height and 0.015 m(2 in)in width.Such symbol shall be centred horizontally
in the middle of the shutter within the frosted panel and shall be added by
means of sandblasting in the aforementioned size and style.By-law 95-48,

213.4.21 Shutters-replacement-by cemetery staff-fee
Replacement shutters shall be provided and installed only by cemetery staff
and at a cost as per the Tariff of Charges.

REPEAL-ENACTMENT- CONDITIONAL
213.5.1 By-law-previous
By-law 87-245, as previously contained in Chapter 213 of The City of
Kitchener Municipal Code,is hereby repealed.
213.5.2 Effective date- approval required
This Chapter shall come into force and take effect upon being approved by
the Registrar appointed pursuant to the Cemeteries Act for the Province of
Ontario.By-law 95-48,27 March, 1995.
