Article I
INTERPRETATION
645.1.1 Person-defined
"person"includes a firm or corporation;
645.1.2 Container-defined
"container"means a trunk,suitcase,cupboard,chest or box and,in this case,
any fixture or appliance that has a box or chest therein;
645.1.3 Refrigerator-defined
"refrigerator"means an ice box,a freezer or a cooler;
645.1.4 Within a dwelling-defined
"within a dwelling"does not include within or on a porch or verandah,yard,
curtilage or accessory building.
Article 2
UNUSED -REFRIGERATOR CONTAINER
645.2.1 Locks-doors-to be removed
No person shallleave,keep or permit upon any lands or in or upon any pre-
mises occupied by such person or under his/her control any refrigerator or
container not then being used for the purpose for which it was manufactured
or produced,without first removing all locks and doors therefrom and taking
such other adequate precautionary measures as may be necessary to prevent
any person from being trapped in such refrigerator or container or any part
thereof.
Article 3
ABANDONMENT
645.3.1 Exceptions- delivery-display-exhibit
Section 645.2.1 of this Chapter shall not apply where a refrigerator or other
container:
(a) is being delivered by a manufacturer or dealer in such goods;or
(b) is being stored, or displayed for sale by a manufacturer of or
dealer in such goods within a building partly or wholly occu-
pied by or under the control of the said manufacturer or dealer;
or

(c) is being exhibited at an agricultural,horticultural,industrial or
sporting exhibition or fair,when a supervisor,in the person of
the exhibitor or a person acting as his/her or its duly authorized
agent,are in attendance at the location of the said exhibit or,in
the alternative,all doors on all refrigerators or other containers
so exhibited are rendered incapable of being opened from the
outside;provided that in all the exceptions under this Section
and in addition to any specific requirement set out therein,ade-
quate precautions are taken to prevent any person being trapped
in such refrigerator or other container.
645.3.2 Exceptions-within dwelling-other containers
Section 645.2.1 does not apply:
(a) to a refrigerator or container stored by the owner thereof within
the dwelling in which he resides;
(b) to a container which is a suitcase, chest or trunk if such con-
tainer is securely locked or stored in a locked closet or storage
area or other adequate precautionary measures are taken to pre-
vent any person from being trapped therein.
645.3.3 Upon lands and premises of another
No person, persons or corporation shall dispose of or abandon upon any
lands or premises of another in any place accessible to children any refriger-
ator or similar container unless all the locks and doors thereon have been first
removed.By-law 87-178, 17 August, 1987.
Article 4
ENFORCEMENT
645.4.1 Fine-for contravention
Every person who contravenes any provision of this Chapter is guilty of an
offence and is liable,upon conviction,to a fine not exceeding Five Thousand
Dollars($5,000),exclusive of costs,for each offence,recoverable under the
Provincial Offences Pict. By-law 87-178, 17 August, 1987; By-law
