BACKGROUND: The consultant services will include determining the most appropriate land uses, streetscapes and infrastructure requirements including a plan for transportation which will address pedestrian, bicycle, transit and road issues as well as traffic in general, within an approximate 10 minute walk of the ION rapid transit station stops located in Midtown and Rockway. The PARTS scope of work will also include a number of technical studies including analysis of the Schneider Creek two zone floodplain, transportation network capacity analysis and noise impact studies. In addition to cost efficiencies, combining both Midtown and Rockway will allow some project work to occur simultaneously helping to expedite the overall PARTS project. Consultants are being utilized for PARTS: Midtown and Rockway for several reasons. Internal staff will be focusing on the significant efforts of completing the PARTS: Central Plan. The timing for this work coincides with the timeframe for PARTS: Midtown and Rockway. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of A. McCrimmon-Jones, Project Manager (Planning), B. Sloan, Manager, Long Range and Policy Planning, J. Readman, Director of Transportation Services, B. Cronkite, Transportation Planning Project Manager and R. Scott, Buyer. Expressions of interest were advertised publicly on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by forty-four (44) interested parties and by the closing date of Thursday December 10, 2015, eight (8) responses had been received. The review committee met on Wednesday December 16, 2015, to review the submissions and a shortlist of three (3) candidates* was selected for further interviews. The Committee met on Thursday January 7, 2016 and on Tuesday January 12, 2016 to interview the shortlisted candidates. The Committee recommends awarding the project to Urban Strategies Inc., Toronto, Ontario. FINANCIAL IMPLICATIONS: The net cost for this expression of interest (A), is fair and reasonable for a project of this scope and the upset limit is within the budget allowance (B) provided within the budget. Funding for this project is included within the approved budget.
