SUBJECT:
Gas Pipeline Abandonment during Winter on
Ottawa St S (Charles -Mill) to Accommodate LRT
RECOMMENDATION:
That staff be directed to proceed with abandonment of gas pipeline on Ottawa St
S between Charles and Mill before April 1, 2016, and subsequently negotiate cost
sharing with the Region.
BACKGROUND:
Gas pipelines in conflict with the LRT are being replaced, in new locations within the
road right-of-way, on various streets throughout the City.
REPORT:
Existing gas pipelines on Ottawa St S between Charles and Mill were identified as being
in conflict with the proposed LRT infrastructure, and replacement in a new location was
required. Approximately 3 weeks of gas pipeline construction between Charles and
Nyberg was conducted in July 2015, but due to traffic restrictions, this work could not
continue at the same time as Grandlinq's work on Borden Ave S.
The gas pipeline work was rescheduled as follows:
• October 5 to November 16, 2015 — Ottawa closed to through traffic between
Courtland and Mill during gas main construction.
• November 17 to December 18, 2015 — Ottawa reopened with lane restrictions
during gas service construction and pipeline abandonment.
The Region subsequently delayed the project by 2 weeks due to Oktoberfest, and the
gas pipeline work was rescheduled as follows:
• October 20 to December 1, 2015 — Ottawa closed to through traffic between
Courtland and Mill during gas main construction.

• December 2 to 23, 2015 — Ottawa reopened with lane restrictions during gas
service construction.
• April 2016 — Lane restrictions on Ottawa during gas pipeline abandonment.
Grandlinq determined on December 17, 2015 that all gas pipeline work had to be
completed by March 1, 2016, and subsequently revised that deadline to April 1, 2016.
This requires the gas pipeline abandonment to be completed during the winter, and
additional costs apply.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city's strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The initial budget for the project did not include the additional cost for winter work, which
is estimated as $187,000. The total cost of the gas main abandonment is $551,000,
including the previously negotiated price for the gas main contractor (Aecon), the
subcontractor cost for TD Williamson to stop the flow of gas to the work area, the winter
surcharge, and a 25% contingency.
