The Development and Technical Services Committee met this date commencing at 6:33 p.m.

WALTER STREET
ON-STREET PARKING
WEST-VICTORIA PARK WARD
The Committee considered Development and Technical Services Department report DTS-04-
014 dated January 20, 2004 dealing with prohibited parking on the south side of Walter Street.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That on-street parking be prohibited at any time on the south side of Walter Street from
Agnes Street to a point 35 metres east thereof; and further,
That the Uniform Traffic By-law be amended accordingly."

DRAFT PLAN OF SUBDIVISION 30T-97015
MODIFICATIONS TO DRAFT PLAN APPROVAL
ZELLER DRIVE AND WOOLNER DRIVE
LYNDALE ESTATES LTD.
CHICOPEE - GRAND RIVER WARD
The Committee considered Development and Technical Services Department report DTS-04-
016 dated January 23, 2004 dealing with modifications to Draft Plan of Subdivision 30T-97015,
Lyndale Estates Limited.
L. Masseo advised that staff had nothing further to add with respect to the report before the
Committee.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That the recommendation contained in Development & Technical Services Department
Report DTS-04-016, dated January 23, 2004, regarding modifications to Plan of
Subdivision 30T-97015, be adopted."

542 CHARLES STREET EAST (MARY ANN WITZEL)
WEST - VICTORIA PARK WARD
The Committee considered Development and Technical Services Department report DTS-04-
017 dated January 23, 2004 regarding a Demolition Control Application for a dwelling located at
542 Charles Street East.

3. DTS-04-017 - 542 CHARLES STREET EAST (CONT'D)
On motion by Councillor B. Vrbanovic -
it was resolved:
"That demolition control application DC 03/11//CB requesting permission to demolish one
single detached dwelling located at 542 Charles Street East, legally described as Plan
262 Lot 15, be approved, subject to the following condition:
That prior to the issuance of a demolition permit, the owner submits a site plan application
to the City's Planning Division, and obtains approval thereof from the City's Facilitator of
Urban Design & Development, for the proposed parking lot."
4. DTS-04-011 - COMMUNITY EMERGENCY MANAGEMENT BY-LAW
The Committee considered Development and Technical Services Department report DTS-04-
011 dated November 18, 2003 regarding the emergency management program.
R. Browning provided an overview of the report advising that the next steps in the process are to
provide training, conduct a tabletop exercise in the fall and then discuss with the Region
regarding a simulated emergency.
On motion by Councillor b. Vrbanovic -
it was resolved:
"That the emergency management program attached to Development and Technical
Services Department report DTS-04-011 is hereby adopted; and,
That certain appointed officials or their designated alternates, as provided in the
emergency management program from time to time are empowered to cause an
emergency notification to be issued to members of the Community Control Group and to
respond to an emergency in accordance with the emergency management program
where an emergency exists but has not yet been declared to exist; and,
That staff is directed to develop and implement the emergency management program in
accordance with the Emergency Management Act and any future regulations thereunder,
standards published by Emergency Management Ontario, and international best
practices; and further,
That the Fire Chief or Fire Chief's designate be authorized to amend and update the
emergency management program and schedules thereto from time to time provided that
such amendments have no significant monetary cost to the City."
