SUBJECT: RENEWAL OF AGREEMENT FOR A GOLF PRO AND RELATED
SERVICES

RECOMMENDATION:
That the Mayor and Clerk be authorized to execute an agreement with Dave Roy
Golf Enterprises Inc. to provide a golf professional and related services for Doon
Valley and Rockway Golf Courses, said agreement to be satisfactory to the City
Solicitor.
BACKGROUND:
In 2011 the City of Kitchener made a number of significant changes to the Golf
Enterprise which included awarding two agreements for the provision of golf services at
the two municipally owned golf courses. Dave Roy Golf Enterprises Inc. was awarded
the contract for providing the services of a golf professional and other related pro shop
services and Bradlee Ryall Golf Enterprises was awarded the contract for providing and
developing the golf academy programs.Both agreements have expired.
REPORT:
Dave Roy Golf Enterprises Inc. has been responsible for providing one golf professional
and related services at both municipal golf courses since 2011. The related services
include: staffing the pro shop, scheduling tee times, collecting green fees, distributing
and cleaning the golf carts, and overseeing the marshalling program for both courses.
In 2014 the agreement with Bradlee Ryall Golf Enterprises was not extended due to the
lack of growth in the academy programs resulting in the golf academy programming
moving to the responsibilities of Dave Roy Golf Enterprises Inc.
Over the course of the contract, Dave Roy Golf Enterprises Inc. has provided excellent
service to the community. Annual surveys have shown that both pro shops have
provided excellent customer service, with over 90% of respondents selecting the
highest rating of satisfaction for customer service and products available in the pro

shop. Also, revenues from lessons, camps and clinics have continued to grow annually.
This growth in revenues is attributed to the new initiatives that have been introduced by
the organization to increase green fee, league and member play. As a result of the
success of this organization, the staff recommendation is to continue this relationship.
The term identified within the agreement is as follows:
The initial term of this Agreement shall commence on January 2nd, 2015 and terminate
at midnight on December 1st, 2018. This Agreement may be renewed upon agreement

The recommendation of this report supports the achievement of the C
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding for the golf professional and related services agreement is allocated within the
Golf Enterprise Unit. There is an allowance for anannual increase of the lesser rate of
2% or an amount equal to the consumer price index.
