BACKGROUND: Margaret Avenue is a major collector roadway with residential and institutional land uses in the area between Louisa Street and Adam Street. In 2013, Transportation Services implemented bike lanes and defined parking areas on Margaret Avenue. Parking was maintained on a good portion of both sides of the roadway, however some of the on-street parking supply was removed to accommodate the new design. Margaret Avenue from Louisa Street to Adam Street was identified to have no parking anytime on both sides. A request has been received from the Grace Lutheran Church to consider permitting parking in this area. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 3 - 1 REPORT: Currently on-street parking is prohibited on the north side (even number side) of Margaret Avenue from Louisa Street to Adam Street, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing on-street parking regulations. The feasibility of adding a parking lane along the north side of Margaret Avenue from Louisa Street to Adam Street was reviewed. It was found that the roadway geometrics would allow for a parking lane in this location. As a result, it is recommended that three (3) hour parking be permitted on the north side of Margaret Avenue between Louisa Street and Adam Street. Margaret Avenue is scheduled for resurfacing in 2016. It is proposed to incorporate this additional parking area in the updated pavement parking design. Grace Lutheran Church has been advised of our plan to provide on-street parking in this area. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The appropriate cost to remove the existing no parking signs is $200 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituent was made aware of the proposed changes to allow on-street parking in this section of Margaret Avenue.
