SUBJECT:On-Street Parking Regulations – Stoke Drive

RECOMMENDATIONS:
That parking be prohibited on the west side (odd-numbered side) of Stoke Drive
from Lennox Crescent to a point 110 metres south thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Stoke Drive is a minor collector roadway with primarily residential land use. In response
to a request, on-street parking regulations have been reviewed.
REPORT:
Currently on-street parking is permitted on both sides of Stoke Drive between Lennox
Crescent and Medford Street for a maximum period of three consecutive hours, as
outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services received a request to review the existing on-street parking
regulations. The request cited potential hazardous conditions attributed to parked
vehicles along both sides of the curved section of Stoke Drive and suggested the
removal of the on-street parking on one side by implementing a ‘No Parking Anytime’
regulation.
Residents in the immediate area were surveyed on this proposed parking regulation
change in December 2015. The results of the survey are as follows:

In favour of implementing a ‘No Parking Anytime’ area
on the west side (odd-numbered side) of Stoke Drive
from Lennox Crescent to a point 110 metres south
thereof: 5 (56.0%)
In favour of leaving the current regulation as is: 4 (44.0%)
TOTAL 9 out of 16 - (56.0% responded)
As indicated above, 5 out of 9 respondents, or 56%, are in favour of prohibiting on-
street parking on the west side of Stoke Drive from Lennox Crescent to a point 110
metres south thereof.
The prohibition of parking on one side of Stoke Drive at this location will provide better
sightlines for traffic exiting Lennox Crescent, as well as provide safe two-way traffic flow
through this curved section of roadway.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for implementing “No Parking Anytime” signage is $600 and will
be taken from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the city’s website with the agenda in advance
of the council / committee meeting. The constituents were made aware of the proposed
changes to prohibit on-street parking in this section of Stoke Drive.
CONSULT - Residents were surveyed regarding this proposed parking regulation
change through a mail out sent in December 2015, with majority support received for
prohibiting parking.
