HomeMy WebLinkAboutINS-16-004 - On-street Parking Regulations - Lorraine Avenue REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: February 8, 2016 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services, 519-741-2200, ext. 7372 PREPARED BY: Michael Turco, Traffic Technologist, 519-741-2200, ext. 7153 WARD(S) INVOLVED: Ward 1 DATE OF REPORT: January 18, 2016 REPORT NO.: INS-16-004 SUBJECT:On-Street Parking Regulations – Lorraine Avenue ___________________________________________________________________________ RECOMMENDATIONS: That parking be permitted for a maximum period of three consecutive hours on the east side (odd number side) of Lorraine Avenue from a point 32 metres north of Heritage Drive to a point 30 metres north thereof; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Lorraine Avenue is a major collector roadway with residential land use in the area between Heritage Drive and Wimbleton Crescent. In response to a request, on-street parking regulations have been reviewed. REPORT: Currently, on-street parking is permitted on the east side (odd number side) of Lorraine Avenue from a point 62 metres north of Heritage Drive to a point 42 metres south of Lackner Boulevard, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services received a request to review the existing on-street parking regulations. The request cited the possibility of extending the existing parking lane approximately 30 metres south to allow for convenient on-street parking for residents and visitors of Lorraine Street. Transportation Services has reviewed this request and confirm that this additional parking area would not have an adverse effect on traffic operations. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 7 - 1 As a result, residents in the immediate area were surveyed on this proposed parking regulation change in December 2015. The results of the survey are as follows: In favour of extending the existing parking lane on the east side of Lorraine Avenue approximately 30 metres southerly to allow for two additional legal parking spaces: 3 (100.0%) In favour of leaving the current regulation as is: 0 (0.0%) TOTAL 3 out of 6 - (50.0% responded) As indicated above, 3 out of 3 respondents, or 100%, are in favour of extending the existing parking lane on the east side of Lorraine Avenue approximately 30 metres southerly to allow for two additional legal parking spaces. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for changing the existing pavement markings on the roadway is $1000 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituent was made aware of the proposed changes to allow on-street parking in this section of Lorraine Avenue. CONSULT - Residents were surveyed regarding this proposed parking regulation change through a mail out sent in December 2015, with majority support received for the additional proposed parking.
