SUBJECT:On-Street Parking Regulations – Shanley Street

RECOMMENDATIONS:
That parking be permitted for a maximum period of three consecutive hours on
the west side (even-numbered side) of Shanley Street from a point 32 metres
south of Duke Street East to a point 14 metres south thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Shanley Street is a local roadway with primarily residential land use. In response to a
request, on-street parking regulations have been reviewed.
REPORT:
Currently, on-street parking is prohibited on the west (even-numbered) side of Shanley
Street from a point 32 metres south of Duke Street West to a point 14 metres south
thereof and permitted on the remainder of the west (even-numbered) side of Shanley
Street between Duke Street West and Waterloo Street for a maximum period of three
consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-
138. Parking is also prohibited at any time on the east (odd-numbered) side of Shanley
Street between Waterloo Street and Duke Street West.
Transportation Services received a request to review the existing on-street parking
regulations. The request cited that the “No Parking Anytime” zone along the frontage of
152 Shanley Street could provide additional parking for residents in the area, as the

factory situated at this location is abandoned and there is no longer a need for this no
parking area.
Residents in the immediate area were surveyed on this proposed parking regulation
change in December 2015. The results of the survey are as follows:
In favour of permitting on-street parking for a maximum
period of three consecutive hours on the west side of
Shanley Street from a point 32 metres south of Duke
Street West to a point 14 metres south thereof: 3 (100.0%)
In favour of leaving the current regulation as is: 0 (0.0%)
TOTAL 3 out of 6 - (50.0% responded)
As indicated above, 3 out of 3 respondents, or 100%, are in favour of permitting on-
street parking for a maximum period of three consecutive hours on the west side of
Shanley Street from a point 32 metres south of Duke Street West to a point 14 metres
south thereof.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for removing the existing “No Parking Anytime” signage is $200
and will be taken from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the city’s website with the agenda in advance
of the council / committee meeting. The constituents were made aware of the proposed
changes to allow on-street parking in this section of Shanley Street.
CONSULT - Residents were surveyed regarding this proposed parking regulation
change through a mail out sent in December 2015, with majority support received for
the additional proposed parking.
