SUBJECT:On-Street Parking Regulations – Union Street

RECOMMENDATIONS:
That parking be prohibited at any time on the west side (even number side) of
Union Street from Maplewood Place to Valewood Place; and,
That parking be prohibited on the east side (odd number side) of Union Street
from Boehmer Street to Lancaster Street West; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
At its meeting on September 21, 2015, the Community and Infrastructure Services
Committee passed the following resolution:
“That on-street bicycle lanes be installed on both sides of Union Street from Breithaupt
Park to Lancaster Street and sharrows be installed on both sides of Union Street
between Breithaupt Park and Margaret Avenue, as outlined in Report INS-15-065; and,
That consideration of the parking prohibition on Union Street be deferred, pending the
completion of the public consultation meeting with the residents on the preferred side of
the street for parking.”

REPORT:
Currently, on-street parking is permitted on both sides of Union Street, as outlined in
the City of Kitchener Uniform Traffic By-law No. 2007-138. However, in order to
implement the approved bicycle lanes on Union Street, parking will have to be limited
to one side of the roadway.
As part of reviewing the existing on-street parking regulations on Union Street,
Transportation Services sent out a total of 120 parking surveys to the residents of
Union Street. The survey results are as follows:
In favour of prohibiting parking on the west
side of Union Street from Maplewood Place
to Valewood Place and on the east side
between Boehmer Street and Lancaster
Street West: 14 (54%)
In favour of prohibiting parking on the east
side of Union Street from Breithaupt Park to
Lancaster Street West: 12 (46%)
TOTAL 26 out of 120 – (22% responded)
As indicated above, 14 out of 26 responses, or 54%, are in favour of prohibiting
parking on the west side of Union Street from Maplewood Place to Valewood Place
and on the east side between Boehmer Street and Lancaster Street West. It should be
noted that a total of 33 responses were received, however, seven of the responses did
not indicate a preferred choice.
Further analysis of the survey results indicated that, from Maplewood Place to
Valewood Place, 11 of the 18 respondents, or 61%, are in favour of prohibiting parking
on the west side of Union Street from Maplewood Place to Valewood Place and on the
east side between Boehmer Street and Lancaster Street West.
As a result of this survey, bicycle lanes, along with the recommended parking
prohibitions included within this report, will be implemented on Union Street in 2016.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.

FINANCIAL IMPLICATIONS:
The approximate cost for changing the existing pavement markings and no parking
signs on the roadway is $1500 and will be taken from the existing cycling
infrastructure budget.
COMMUNITY ENGAGEMENT:
INFORM – The implementation of bicycle lanes and revised parking regulations was
conducted through a public process, which included one public meeting and resident
surveys.
CONSULT - Residents were advised regarding this proposed parking regulation change
through a mail out sent in December 2015. 120 surveys were sent out with a total of 33
responses received.
