CSD-04-017 - ARTS AND CULTURE ADVISORY COMMITTEE
- REQUEST FOR APPOINTMENT OF A NEW MEMBER
The Committee was in receipt of Community Services Department report CSD-04-017 (E.
Harris) dated January 23, 2004, regarding a recommendation from the Arts & Cultural Advisory
Committee for the appointment of a new member acting as a multi-cultural representative on the
Committee.
On Motion by Councillor M. Galloway-
it was resolved:
"That Isabel Cisterna be appointed to the Arts and Culture Advisory Committee, as a
new member acting as a multi-cultural representative, for a term to expire November
30, 2004."
CRPS-04-014 - REFERRAL OF SAFE & HEALTHY COMMUNITY ADVISORY COMMITTEE
RECOMMENDATION - APPOINTMENT OF CO-CHAIR
The Committee considered Corporate Services Department report CRPS-04-014 (L. Korabo)
dated January 20, 2004 recommending the appointment of a co-chair of the Safe & Healthy
Community Advisory Committee.
On motion by Councillor M. Galloway -
it was resolved:
"That Mr. Dennis Schnarr be appointed Co-Chair of the Safe and Healthy Community
Advisory Committee, for a term expiring November 30, 2004."
CSD-04-018 CO-OPERATIVE AGREEMENT - MARMO TRAVEL CLUB INCORPORATED
The Committee considered Community Services Department report CSD-04-018 (D. Wittig)
dated January 23, 2004, recommending the continuation of the co-operative agreement between
the City of Kitchener and Marmo Travel Club for the operation of the Club at the Rockway
Centre.
Councillor J. Gazzola questioned why the Travel Club was being charged to lease the space at
the Rockway Centre since they are offering a service to seniors. F. Pizzuto advised that the
Marmo Travel Club generates revenues part of which goes to pay for the lease. He advised that
staff would provide information to the members of the Committee with respect to the revenues
being generated and the effect on the cost to lease the space.
On motion by Councillor M. Galloway -
it was resolved:

CSD-04-018 - CO-OPERATIVE AGREEMENT- MARMO TRAVEL CLUB INCORPORATED

"That the Mayor and Clerk be authorized to sign a co-operative agreement between the
City of Kitchener and MARMO Travel Club to operate a senior travel program out of the
Rockway Centre, as attached to Community Services Department report CSD-04-018 and
subject to the satisfaction of the City Solicitor."
CSD-04-021 - PROPOSAL - WOODWORKING & CRAFT CENTRE FOR ADULTS 50+
YEARS
The Committee was in receipt of Community Services Department report CSD-04-021 (J.
Hutchison) with the attached proposal 'Kitchener Woodworking and Craft Centre for Adults 50+
Years', dated January 23, 2004.
J. Hutchison advised that Community Services staff have been working with a group of
Community members who are interested with the possibility of partnering with the City of
Kitchener to establish a woodworking and craft centre for adults 50+ years. The Community
group became organized and called itself the Woodworking & Craft Centre Committee and for
the past 5 years have been investigating the need for and the feasibility of establishing a
woodworking and craft centre. The result of the Committee's work is a proposal to partner with
the City in establishing a woodworking and craft centre.
Mr. Frank Shewchuck, Chair of the Woodworking and Craft Centre Committee, attended
providing an overview of the proposal. Mr. Schewchuck advised that the Committee has been
working for the past 5 years and have conducted a community survey on the need for the
proposed centre, investigated the feasibility of operating such a centre and have developed a
proposed budget for Council's consideration. He noted that funding for the proposed budget
would require a grant from the Trillium Corporation with start up capital and subsided operating
costs from the City as shown in the proposal. He added that it is being proposed that the City
assume the annual lease of the space at the St. Louis Adult Learning Centre on Young Street
which the Catholic Board of Education has agreed to lease at a rate of $8.50 per square feet.
Councillor J. Gazzola questioned why the School Board could not offer free use of the space. F.
Pizzuto advised that in discussions with the School Board they have indicated that the $8.50 per
square foot is simply costs recovery for the Board. Councillor Gazzola asked what would
happen if the Committee was unable to secure the 3 year Trillium grant. Mr. Shewchuck
explained that the Committee would first need to become incorporated then make application to
the Trillium fund and if the grant was denied the Woodworking Centre could not proceed as
planned.
On motion by Councillor J. Smola -
it was resolved:
"That the proposal a "Woodworking & Craft Centre for Adults 50+ Years', attached to
Community Services Department report CSD-04-021, be approved-in-principle and
referred to the 2004 Budget process for consideration."
CSD-04-015 - PROPOSAL - UNIVERSITY OF WATERLOO STUDENT GALLERY
The Committee considered Community Services Department report CSD-04-015 (E. Harris)
dated January 23, 2004, recommending that the City support a partnership proposal with the
University of Waterloo for the establishment of a student run art gallery in downtown Kitchener.
E. Harris advised that the University of Waterloo presented a proposal to establish an art gallery
in the vacant store front at 158 King Street and that part of the proposal was a request for a
capital funding from the City for a one time renovation. Ms. Harris provided highlights of the
proposal noting that the Gallery would be established in a current vacant store front owned by
the City and would enhance the downtown streetscape.

Professor Robert Linsley representing the University of Waterloo attended advising that the
request for a one time capital fund will be used to renovate the space bringing that part of the
building into compliance with respect to the fire code and ensuring barrier free accessibility. He
added that the art gallery did not require a decorative approach therefore the requested
renovation capital would only be used for minor cosmetic and aesthetic enhancements.
Councillor M. Galloway questioned whether the option of combining the proposed art gallery with
other facilities in the area has been investigated which may reduce the costs for both the
University and the City. S. Adams responded that staff did not specifically look at that option.
Councillor M. Galloway requested that staff investigate the opportunity to combine other
programs with this proposal in an attempt to reduce costs and report back to the Committee.
On motion by Councillor C. Weylie -
it was resolved:
That subject to the 2004 Budget process, the partnership proposal from the Fine Arts
Department and Dean of Arts Office, University of Waterloo, regarding the establishment
of a student-run gallery exhibiting student and community artwork at 158 King Street West
as outlined in Community Services Department report CSD-04-015, be approved-in-
principle; and,
That $13,705. be allocated from the 2004 Capital Contingency for one-time renovations to
158 King St; and further,
That the City enter into an operating agreement with the Fine Arts Department, University
of Waterloo, subject to the satisfaction of the City Solicitor."
CSD-04-019 - 2006 INTERNATIONAL SOFTBALL CONGRESS WORLD TOURNAMENT
The Committee was in receipt of Community Services Department report CSD-04-019 (K.
Baulk) dated January 23, 2004 recommending that the City support the Local Host Committee
in it's pursuit of the 2006 International Softball Congress World Tournament to be held at Peter
Hallman Ball Yard.
Mr. Tom Clancy and Mr. Ray Alviano representing Kitchener Fastball Promotions attended
advising that after the very successful 2002 World Fastball Championships held at Peter
Hallman Ball Yard, Kitchener Fastball Promotions have expressed interest in bidding for the
2006 International Softball Congress World Tournament. Mr. Clancy advised that the proposal
is for a partnership between Kitchener Fastball Promotions, the Waterloo Ontario Fastball
Association and the Cities of Kitchener and Waterloo. The partners will share in providing
funds for the bid which would be paid back after the event was held. It was pointed out to the
Committee that the hosting of such an event in the City of Kitchener has a positive economic
impact of the community of between 4 and 5 million dollars. Mr. Clancy suggested that the
City consider funding to the Peter Hallman Ball Yard for enhanced seating which will assist in
the bid process.
On motion by Councillor B. Vrbanovic -
it was resolved:
"That the City of Kitchener support the local host committee in its pursuit of the 2006
International Softball Congress World Tournament to be held at Peter Hallman Ball Yard;
and,
That the City provide a $4,000. loan as its share of the cost of developing and presenting
the bid; and,
That the City assume 50% of the deficit should expenses exceed revenues; and,
That the City will receive 10% of the profit should revenues exceed expenditures, with the

balance to be split between Kitchener Fastball Promotions, Waterloo Ontario Fastball
Association and the City of Waterloo as applicable; and,
That the local host committee be given exclusive rights to provide food and beverage
service during the event; and,
That the local host committee include a minimum of one member of staff of the City of
Kitchener; and,
That the City make bleacher improvements to Peter Hallman Ballyard no later than the
2005 season, subject to 2004 capital budget approval."
CSD-04-020 - AFFILIATION OF SOUTH WESTERN ONTARIO BALL HOCKEY LEAGUE
The Committee considered Community Services Department report CSD-04-020 (R. Cyr)
dated January 27, 2004, recommending that the South Western Ontario Ball Hockey League
be included as an affiliated minor sport group.
R. Cyr advised that the City has received a request from the South Western Ball Hockey
League for affiliation as a minor sport group which will assist them in establishing a ball hockey
league for 6-17 year old kids. Mr. Clayt Brown, President of the Ball Hockey League, attended
advising that the league expects to have 300 kids enrolled in the first year at a fee of $130. per
participant. Mr. Brown pointed out that 50% of the participants are from the City of Kitchener
and 50% are from the City of Waterloo and surrounding Townships. He further advised and
that the City of Waterloo has granted a 45% reduction in arena fees.
On motion by Councillor J. Gazzola -
it was resolved:
"That the South Western Ontario Ball Hockey League be included as an affiliated minor
sport group; and further,
That South Western Ontario Ball Hockey League be added to the City's insurance pool for
minor sport groups."
CSD-04-007 - 2004 ARTS & CULTURE ACTIVITIES - UPDATE
The Committee was in receipt of Community Services Department report CSD-04-007 (E.
Harris) dated January 8, 2004, providing an update on the current Arts & Culture projects and
programs in the City.
E. Harris provided an overview of the report noting, the achievement in 2003 with respect to
the Arts & Culture Programs. Ms. Harris outlined the 4 major iniatives for the current year
being, the culture plan, programming review, policy review and update and an enhanced
website for the City's arts & culture.
