The Community and Infrastructure Services Committee met this date, commencing at 3:03 p.m.

Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by
Councillor S. Marsh to discuss Consent Items 1, 2 and 8, which was then voted on and was
Carried.
CSD-16-005 - RENEWAL OF AGREEMENT FOR GOLF PRO AND RELATED SERVICES
1.
The Committee considered Community Services Department report CSD-16-005, dated
January 21, 2016 recommending that the Mayor and Clerk be authorized to execute an
agreement with Dave Roy Golf Enterprises Inc. for professional golf services at Doon Valley
and Rockway Golf Courses, to the satisfaction of the City Solicitor. Ms. K. Kugler was in
attendance and responded to questions from the Committee.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Mayor and Clerk be authorized to execute an agreement with Dave Roy Golf
Enterprises Inc. to provide a golf professional and related services for Doon Valley and
Rockway Golf Courses, said agreement to be satisfactory to the City Solicitor, as
outlined in Community Services Department report CSD-16-005.”
CSD-16-008 - MUNICIPAL ALCOHOL POLICY REVISIONS

The Committee considered Community Services Department report CSD-16-008, dated January
20, 2016 recommending that Council Policy I-325, Municipal Alcohol Policy (MAP), be repealed
and replaced.
Councillor S. Marsh noted page 16 of the Policy references a specific company name. She
questioned whether it could be amended to substitute UBER with the type of business noting ride
share service as a potential option. Mr. M. May acknowledged the comment and agreed to make
the proposed amendment.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the existing Council Policy I-325, Municipal Alcohol Policy (MAP), be repealed and
replaced with the revised Council Policy I-325, Municipal Alcohol Policy (MAP), dated
February 8, 2016 attached to Community Services Department report CSD-16-008 as
amended, effective March 1, 2016.”
INS-16-001 - ON-STREET PARKING REGULATIONS - MARGARET AVENUE

The Committee considered Infrastructure Services Department report INS-16-001, dated
January 20, 2016 recommending that parking be permitted for a maximum period of three
consecutive hours on the north side (even number side) of Margaret Avenue from Louisa
Street to Adam Street.

On motion by Councillor B. Ioannidis -
it was resolved:
“That the Uniform Traffic By-law be amended to permit parking for a maximum period of
three consecutive hours on the north side (even number side) of Margaret Avenue from
Louisa Street to Adam Street, as outlined in Infrastructure Services Department report
INS-16-001.”
INS-16-010 - ON-STREET PARKING REGULATIONS - BRIDLEWREATH STREET

The Committee considered Infrastructure Services Department report INS-16-010, dated
January 18, 2016 recommending that parking be prohibited at any time on the west side (odd-
numbered side) of Bridlewreath Street from Donnenwerth Street to a point 45 metres south
thereof.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Uniform Traffic By-law be amended to prohibit parking at any time on the west
side (odd-numbered side) of Bridlewreath Street from Donnenwerth Street to a point 45
metres south thereof, as outlined in Infrastructure Services Department report INS-16-
010.”
INS-16-011 - ON-STREET PARKING REGULATIONS - COPPER LEAF STREET

The Committee considered Infrastructure Services Department report INS-16-011, dated
January 18, 2016 recommending that stopping be prohibited from from 8:00 a.m. to 9:30 a.m.
and 2:30 p.m. to 4:30 p.m., Monday to Friday, September 1 to June 30on both sides of Copper
Leaf Street from Activa Avenue to a point 75 metres east thereof.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Uniform Traffic By-law be amended to prohibit stopping from 8:00 a.m. to 9:30
a.m. and 2:30 p.m. to 4:30 p.m., Monday to Friday, September 1 to June 30 on both
sides of Copper Leaf Street from Activa Avenue to a point 75 metres east thereof, as
outlined in Infrastructure Services Department report INS-16-011.”
INS-16-012 - ON-STREET PARKING REGULATIONS - STOKE DRIVE

The Committee considered Infrastructure Services Department report INS-16-012, dated
January 18, 2016 recommending that parking be prohibited on the west side (odd-numbered
side) of Stoke Drive from Lennox Crescent to a point 110 metres south thereof.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Uniform Traffic By-law be amended to prohibit parking on the west side (odd-
numbered side) of Stoke Drive from Lennox Crescent to a point 110 metres south
thereof, as outlined in Infrastructure Services Department report INS-16-012.”
INS-16-004 - ON-STREET PARKING REGULATIONS - LORRAINE AVENUE

The Committee considered Infrastructure Services Department report INS-16-004, dated
January 18, 2016 recommending that parking be permitted for a maximum period of three
consecutive hours on the east side (odd number side) of Lorraine Avenue from a point 32
metres north of Heritage Drive to a point 30 metres north thereof.

“That the Uniform Traffic By-law be amended to permit parking for a maximum period of
three consecutive hours on the east side (odd number side) of Lorraine Avenue from a
point 32 metres north of Heritage Drive to a point 30 metres north thereof, as outlined in
Infrastructure Services Department report INS-16-004.”
INS-16-003 - SOUTHBOUND RIGHT TURN ON RED PROHIBITION - JOSEPH STREET &

WATER STREET SOUTH
The Committee considered Infrastructure Services Department report INS-16-003, dated
January 18, 2016 recommending that right turns on a red traffic signal indication be prohibited
at all times for southbound traffic on Water Street South at the intersection of Joseph Street
and Water Street South.
In response to questions, Mr. K. Carmichael agreed to follow up with Grand River Transit
(GRT), prior to the February 22, 2016 Council meeting on whether the bus route on Water
Street South is temporary due to construction, or whether the route is now permanent.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Uniform Traffic By-law be amended to prohibit right turns on a red traffic signal
indication at all times for southbound traffic on Water Street South at the intersection of
Joseph Street and Water Street South, as outlined in Infrastructure Services
Department report INS-16-003.”
INS-16-002 - NOISE EXEMPTION - VICTORIA STREET UTILITY RELOCATIONS FOR

MINISTRY OF TRANSPORTATION (MTO)
The Committee considered Infrastructure Services Department report INS-16-002, dated
January 18, 2016 recommending approval of a noise exemption to the Ministry of
Transportation (MTO) for construction work during the Utility Relocations for bridge
replacement and road rehabilitation project on Highway 85 at Victoria Street in the City of
Kitchener, between the hours of 7:00 p.m. and 7:00 a.m. for the period March 1, 2016 to April
30, 2017.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Ministry of Transportation, Ontario (MTO) and its contractor(s) be
exempt from the provisions of Chapter 450 Noise of the City of Kitchener
Municipal Code Article 6 Construction Work during the Utility Relocations for
bridge replacement and road rehabilitation project on Highway 85 at Victoria
Street in the City of Kitchener, between the hours of 7:00 p.m. and 7:00 a.m. for
the period March 1, 2016 to April 30, 2017, as outlined in Infrastructure Services
Department report INS-16-002.”
INS-16-008 - NOISE EXEMPTION - REGION OF WATERLOO STAGE 1 - LIGHT RAIL

The Committee considered Infrastructure Services Department report INS-16-008, dated
January 11, 2016 recommending approval of a noise exemption to the Region of Waterloo for
Stage 1 of the Light Rail Transit (LRT) Project in the City of Kitchener, between the hours of
7:00 p.m. and 7:00 a.m. for the period January 1, 2016 and ending December 31, 2016.
On motion by Councillor B. Ioannidis -
it was resolved:

That the Region of Waterloo and its contractor(s) be exempt from the provisions of
Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work
during the Region of Waterloo Stage 1 – Light Rail Transit (LRT) Project in the City of
Kitchener, between the hours of 7:00 p.m. and 7:00 a.m. for the period January 1, 2016
and ending December 31, 2016, as outlined in Infrastructure Services Department INS-
16-008.”
CSD-16-007 - NAMING OF PRIVATE STREETS

- 220 APPLE HILL CRESCENT, TRU-VILLA INC.
The Committee considered Community Services Department report CSD-16-007, dated
January 5, 2016 recommending the City of Kitchener acknowledge that Tru-Villa Inc. proposes
to name private streets within the proposed multiple residential development located at 220
Apple Hill Crescent; and that the City’s Legal Services be directed to proceed with the required
advertising, preparation and registration of the necessary By-law(s) for the naming of the
private streets.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the City of Kitchener acknowledge that Tru-Villa Inc. proposes to name private
streets within the proposed multiple residential development located at 220 Apple Hill
Crescent; and further,
That the City’s Legal Services be directed to proceed with the required advertising,
preparation and registration of the necessary By-law(s) for the naming of the private
streets, as outlined in Community Services Department report CSD-16-007.”
INS-16-006 - ON-STREET PARKING REGULATIONS - SHANLEY STREET
12.
The Committee considered Infrastructure Services Department report INS-16-006, dated
January 7, 2016 recommending that parking be permitted for a maximum period of three
consecutive hours on the west side (even-numbered side) of Shanley Street from a point 32
metres south of Duke Street East to a point 14 metres south thereof.
Councillor K. Galloway-Sealock noted there was a delegation registered to address the
Committee this date regarding this matter, noting that she has since spoken to staff and her
concerns have been addressed.
On motion by Councillor S. Marsh -
it was resolved:
“That the Uniform Traffic By-law be amended to permit parking for a maximum period of
three consecutive hours on the west side (even-numbered side) of Shanley Street from
a point 32 metres south of Duke Street East to a point 14 metres south thereof, as
outlined in Infrastructure Services Department report INS-16-006.”
INS-16-005 - ON-STREET PARKING REGULATIONS - UNION STREET

The Committee considered Infrastructure Services Department report INS-16-005, dated
January 4, 2016 recommending that parking be prohibited at any time on the west side (even
number side) of Union Street from Maplewood Place to Valewood Place; and, that parking be
prohibited on the east side (odd number side) of Union Street from Boehmer Street to
Lancaster Street West.
Mr. B. Dietrich addressed the Committee in opposition to the proposed staff recommendation
to prohibit parking on Union Street in varying locations on both sides of the street. He
indicated he was in favour of prohibiting parking entirely on one side of the street, which was
Proposal B in a survey circulated by Transportation Planning staff through the public
consultation process.

In response to questions, Mr. K. Carmichael stated in order to implement the approved cycling
lanes on Union Street, the current on-street parking locations will need to be reduced to one
side of the street. He indicated staff are putting forward the proposed recommendation, as it
was the preferred alternative selected by the residents on that street. He further advised staff
have no concerns with either of the proposed alternatives.
A motion was brought forward by Councillor S. Marsh to defer consideration of the
recommendation to the February 22, 2016 Council meeting to allow for an opportunity to
consult further with the affected residents and staff regarding the proposed alternatives.
On motion by Councillor S. Marsh -
it was resolved:
be deferred to the February 22,
“That consideration of the following recommendation,
2016 Council meeting
to allow for further consultation with residents and staff on the
proposed parking alternatives:
“That parking be prohibited at any time on the west side (even number side) of
Union Street from Maplewood Place to Valewood Place; and,
That parking be prohibited on the east side (odd number side) of Union Street
from Boehmer Street to Lancaster Street West; and further,
That the Uniform Traffic Bylaw be amended accordingly, as outlined in
Infrastructure Services Department report INS-16-005.”
CAO-16-004 - 2016 ARTIST IN RESIDENCE APPOINTMENT

The Committee considered Chief Administrator’s Office report CAO-16-004, dated January 18,
2016 recommending the appointment of Sarah Granskou as the City of Kitchener Artist-in-
Residence for 2016. Ms. E. Robson presented the report and responded to questions from the
Committee.
Ms. Sarah Granskou addressed the Committee in support of the staff recommendation and
provided a brief summary of the activities planned for her 2016 appointment.
Questions were raised regarding the honorarium and the last time there was an increase to
that amount. Ms. Robson noted the honorarium has been $10,000. for a substantial length of
time. She noted in consultation with the Public Art Working Group (PAWG) there have been
discussions related to seeking additional resources in 2017, noting it has yet to be determined
what the best use of those resources.
On motion by Councillor B. Ioannidis -
it was resolved:
“That Sarah Granskou be appointed as the 2016 City of Kitchener Artist-in-Residence
as recommended by the Public Art Working Group and Arts and Culture Advisory
Committee; and further,
That the Mayor and Clerk be authorized to execute an agreement, satisfactory to the
City Solicitor, with Sarah Granskou outlining the obligations of the Artist-in-Residence
appointment, as outlined in Chief Administrator’s Office report CAO-16-004.”
INS-16-009 - DEPARTMENT OF FISHERIES AND OCEANS CANADA HABITAT BANKING
15.
AGREEMENT
The Committee considered Infrastructure Services Department report INS-16-009, dated
January 21, 2015 recommending the Mayor and Clerk be authorized to execute a habitat
banking arrangement document with Her Majesty the Queen in Right of Canada as
represented by the applicable signing officers of the Department of Fisheries and Oceans, that

arrangement document on behalf of the City, and that applicable staff within the City's
Stormwater Utility be authorized to execute any routine reports and other documents that may
be required in connection with the administration of the habitat banking arrangement.
On motion by Councillor P. Singh -
it was resolved:
“That the Mayor and Clerk be authorized to execute a habitat banking arrangement
document with Her Majesty the Queen in Right of Canada as represented by the
applicable signing officers of the Department of Fisheries and Oceans, that any Deputy
Chief Administrative Officer be authorized to execute any renewals of said arrangement
document on behalf of the City, and that applicable staff within the City's Stormwater
Utility be authorized to execute any routine reports and other documents that may be
required in connection with the administration of the habitat banking arrangement, as
outlined in Infrastructure Services report INS-16-009.”
