Tarling, Director of Legislated Services/City Clerk, 519-741- 2200, ext. 7809 WARD(S) INVOLVED: All DATE OF REPORT: February 17, 2016 REPORT NO.: FCS-16-028 SUBJECT: Appointments to Cycling and Trails Advisory Committee (2014- 2016) ___________________________________________________________________________ RECOMMENDATION: That the recommended candidates for citizen vacancies on the 2014-2016 Cycling and Trails Advisory Committee be approved, as attached to staff report FCS-16-028 in Appendix ‘A’. BACKGROUND: On December 1, 2014, Council appointed citizens to various advisory committees, boards and special committees for the current term including the Cycling and Trails Advisory Committee (Cycling Committee). At that time, Council appointed ten (10) community representatives to the Cycling Committee but afterwards, there was a sufficient attrition on that committee to warrant further appointments in order to meet the Cycling Committee’s Terms of Reference. To that end, Council appointed two (2) members to the Cycling Committee in August of 2015 to fill the vacancies at that time. More recently four (4) vacancies have occurred resulting in the need to request Council for further appointments. REPORT: In order to fill the vacancies, staff reviewed those applicants from the initial application process who had expressed an interest in the Cycling Committee and were unassigned. As well, several citizens have subsequently indicated either a specific interest in serving on the Cycling Committee or on an advisory committee in general. All of these people were contacted and provided with the Terms of Reference for the Cycling Committee along with an application form and instructions on how to submit their applications. In total, six (6) people submitted applications for the four (4) vacancies on the Cycling Committee by the February 8, 2015 deadline. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 7. - 1 Since there were more applications than vacancies, broad advertising was deemed unnecessary. As well, the applications went tothe Nominating Committee for consideration as . per the usual practice The Nominating Committee reviewed the submitted applications taking into account the Terms of Reference for the Cycling Committee as well as: 1) The applicants’ expertise and interests as outlined in their applications; and 2) The application of a “diversity lens” to increase diversity on each committee to more accurately reflect the makeup of the community. The members of the Nominating Committee are: K-W Community Foundation (Director of Philanthropic Services), K-W Multicultural Centre (Executive Director), K-W United Way (Chief Executive Officer), Capacity Waterloo Region (Executive Director), and . Greater K-W Chamber of Commerce (President/Chief Executive Officer) At present the position of Director of Philanthropic Services at K-W Community Foundation is vacant but the Nominating Committee still has sufficient members to have made quorum for the review of these applications. A listing of applicants for the Cycling Committee is presented as a suggested slate for Council’s consideration and is attached as Appendix ‘A’. Also attached is Appendix ‘B’ which is a listing of applicants whom the Nominating Committee has not suggested appointment to the Cycling Committee. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: None at this time. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the council / committee meeting.
